about Smarty instalation?

Could u please tell me the procedure to insatll smarty.. i went through the documents proided by ur company.. i tried to installed .. but not getting ..
After extract the smarty documnets , we have to rename it as smarty.x.x and store it in outside www root.,.
Also tel me about how to Run phpinfo.php to find php.ini file. In this edit include_path, and edit it as
include_path = ".;c:\Smarty\libs"
And where exactly it is..!!
