My point of view
Taking into the past account of this country, We are never got a stabilized political system since past 700 years and more. So our technicians  have not got any appreciation from  our political system both as financially and technically. Those who have Technics are not getting facilities for further study and implementing the  ideas due to lack of financial assistance and those who are financially strong are not interesting to investing there money with unknown and non predictable experiments. Morley our Govt. had not set any full-prove system to locate the technicians with great IQ and ideas and encouraging them. Again our society consist of a major chunk of poor people so the primary need of our society  is to earn money not Technics and hence our society gives respect to monetary sound persons not technocrats.  Third is our Education system, we spend a major time grasping the knowledge which we needn't require in our lifetime. Major of our youth didn't know there destination up to the age of 25/30 until there fate decides there engagement. our education system is good but is changeable frequently. There is a poor relation between Universities, councils, and UGC. Sometimes Universities doesn't follows councils guidelines and UGC approves the universities sometimes councils didn't obey the guidelines of UGC in above cases there is many fraud occurs in the name of education and the carrier of bright students getting doom. Foreign country takes the advantages and collect the brain and buy them in a cheaper rates and getting prosperous. As a whole we can say corruption is the mother of all evils in India.
