Goa Targets 1,000 Startups, 10,000 Jobs Under New Policy

The Goa government has launched its Startup Policy 2025, aiming to transform the coastal state into India’s 'creative capital' and a leading hub for innovation and entrepreneurship. The policy, announced last week, focuses on building a strong ecosystem by connecting startups with venture funding, government support, and partnerships across industry, academia, and incubators.
A spokesperson from the Department of State Information Technology, Electronics and Communication (DITEC) said that Goa is quickly evolving into a technological and creative hub. The state is already home to 696 DPIIT-recognised startups, showing a strong foundation for growth.
With a vision to make Goa a premier startup destination by 2028, the policy has set clear goals: establishing 1,000 startups, creating 10,000 jobs for Goans, and enabling 100 startups to secure venture funding. It also plans to support collaborations between the government and 50 startups, while encouraging active partnerships with corporates, entrepreneurs, incubators, and universities.
The policy introduces several support schemes. The Campus Innovation Scheme will fund student-led entrepreneurial or research projects by reimbursing development costs. The Skill Enhancement Scheme will help startups cover the cost of training in Artificial Intelligence and other new technologies.
The government also plans to work with private partners to set up IT labs, Maker Labs, Centres of Excellence, and Innovation Centres across educational institutions and industrial parks. A dedicated programme will mentor and fund women entrepreneurs, providing monthly allowances to women-led startups working on innovative projects.
Additionally, the Promotion and Marketing Assistance Scheme will support startups in taking part in exhibitions and trade shows, with a significant part of participation costs reimbursed.
Officials said the new policy is designed to nurture the next generation of leaders and innovators. “This policy will play a pivotal role in making Goa a global hub for creativity, technology and innovation, and in positioning Goa as the Creative Capital of India”, the spokesperson added.
