Government Invites Startups to Build Multilingual Digital Platforms Using AI Tool Bhashini

In a move to bolster multilingual access to digital governance, the Ministry of Electronics and Information Technology (MeitY) is seeking to onboard startups for designing, developing, and maintaining government websites and mobile applications. The initiative, spearheaded through the National Informatics Centre Services Incorporated (NICSI), aims to empanel up to 10 DPIIT-recognised startups under a newly floated Request for Empanelment (RFE).
These startups will be tasked with building and maintaining a wide range of digital platforms, including websites, web portals, mobile apps, and e-form services, with a strong emphasis on integrating multilingual translation capabilities. The empanelment will initially be valid for three years and may be extended by an additional year.
A key requirement outlined in the RFE is the integration of Bhashini MeitY’s AI-driven language translation platform developed under the National Language Translation Mission (NLTM). The platform is designed to make digital content and government services accessible in multiple Indian languages using AI and natural language processing technologies.
Startups will need to collaborate with region-specific language experts and ensure the accuracy of translations through user validation and self-certification. Translation tasks will extend to both existing and newly developed platforms, and updates will be expected even during the ongoing maintenance phase.
This initiative aligns with the government’s larger push toward inclusive e-governance, ensuring that services are available in a wide array of Indian languages. Selected agencies must also comply with the Guidelines for Indian Government Websites (GIGW) and undergo mandatory security audits through CERT-IN empanelled agencies.
The RFE was released on July 2, with the final date for bid submission set for July 23, 2025. A pre-bid meeting is scheduled for July 9. Interested startups can access the bid documents via the central e-procurement portal at etenders.gov.in.
