India and US to Establish 'Shakti' Semiconductor Fabrication Plant for National Security
India and the United States have announced plans to set up a new semiconductor fabrication plant, named ‘Shakti’, which aims to become one of the world’s first multi-material fabs dedicated to national security.
In a joint statement, US President Joe Biden and Indian Prime Minister Narendra Modi hailed this groundbreaking arrangement, highlighting its focus on advanced sensing, communication, and power electronics critical for national security, next-generation telecommunications, and green energy applications. The fabrication facility will be developed in partnership with Bharat Semiconductors, 3rdiTech, and the US Space Force.
The proposed plant is likely to be located in Uttar Pradesh and will concentrate on three essential areas for modern warfare: advanced sensing, communication, and high-voltage power electronics. It will manufacture infrared, gallium nitride, and silicon carbide semiconductors, bolstered by support from the India Semiconductor Mission and a strategic technology partnership involving the aforementioned companies and the US Space Force.
During their recent meeting, Biden and Modi also commended ongoing efforts to create resilient, secure, and sustainable semiconductor supply chains. This includes GlobalFoundries’ (GF) establishment of the GF Kolkata Power Center, which aims to enhance collaborative research and development in chip manufacturing and foster advancements in zero and low-emission vehicles, Internet of Things devices, artificial intelligence, and data centers.
Both leaders noted GF’s plans to explore long-term, cross-border manufacturing and technology partnerships with India, promising high-quality job creation in both nations.
Furthermore, they celebrated the new strategic collaboration between the U.S. Department of State and India’s Semiconductor Mission, linked to the International Technology Security and Innovation (ITSI) Fund. Both nations welcomed steps taken by industries to build safe, secure, and resilient supply chains for automotive markets, including Ford Motor Company’s intention to utilize its Chennai plant for manufacturing products for global markets.
