Another very shocking finding from the survey was that for rural government primary schools, over half of all classes visited were multi-grade. This shows that there are real challenges in Indian classrooms. It was also seen that schools get their grants, but not on time. Schools tend to get their grants during the second half of the fiscal year.

A decline of 5 percent in learning ability of students in schools was also seen, even though the parents were employing more private tutors than ever before. HRD minister Kapil Sibal said “The tutor is a complementary factor and if the school functioning declines, the effectiveness of the tutor is lower too,” reported Hindustan Times. Kapil also blamed the state governments for poor performance of the government schools.  He said that “Central government can bring a law, facilitate the process but implementation is with the state governments. In Hindi speaking states there is not involvement of the state governments.”

Madhav Chavan, Pratham President raised questions about the quality of education in the country, which were quite an eye opener. He said “Today, more children are going to school but what they are learning is not clear. Can they get any job in the market if they continue such education? Can industry get the professionals it is looking for? Can India’s growth continue if the quality of education does not improve?” as reported by The Telegraph.
