# 12 Ukraine:

The people of Ukraine enjoy largely unhindered access to the internet. The country has seen rapid development in ICTs since 1990s. The internet had begun to have more involvement in the country’s political process, with diverse and independent online media and social networks playing a key role. This is the result of 2005 Orange Revolution in which communication technology played crucial role. However in 2011 the government initiatives were passed to control electronic media and exercise surveillance over internet content in order to ‘‘protect public morality’’ and limit other forms of ‘‘undesirable’’ content.

For the country with large social and economic disparities, Brazil has made significant gains in expanding internet access and mobile phone usage in recent years. The country got internet service in 1990 and since then the service is spread into most areas through variety of technologies, though some infrastructural limitations remain. The Brazilian government does not employ any technical methods to filter or otherwise limit access to online content. In recent years, social network activity and civic participation on the internet have increased remarkably.
