4. Jharkhand

Jharkhand is state in eastern India, carved out of the southern part of Bihar. The scenario is not much better also in this state as well, as a mere 22.03 percent population use toilets but the mobile possession is reaching to 44.10 percent.

Though the state has excelled in industrial production but it is still trying to cope with basic issues of water and sanitation.

5. Tamil Nadu

Tamil Nadu is the 11th largest state in India by area and the 6th most populous state in India.

Although, the state was ranked 6th in the Human Development Index in 2011 among all the states in India and the 2nd largest state economy in the country but only 48.29 percent use toilets and 62.09 percent use mobile phones.
