Aadhaar-Based Property Registrations Disrupted Across Maharashtra

Aadhaar-based online verification for property registration across Maharashtra has been disrupted for nearly a week, causing inconvenience to thousands of citizens. Registration officials on Monday clarified that the issue is not linked to the Unique Identification Authority of India (UIDAI), but is due to a technical problem at the state Department of Information Technology (DIT).
In a statement released on Monday, the registration office said the disruption was caused by a technical glitch in the Windows server at DIT. Officials from the Inspector General of Registration (IGR) office said they have been closely coordinating with the department to restore services at the earliest.
The technical failure has brought Aadhaar-based online verification for property registrations to a standstill. As a result, applicants are being asked either to wait until the system is restored or to visit sub-registrar offices in person along with two witnesses. This has defeated the very purpose of online registration, which was introduced to reduce crowding and simplify procedures.
The issue has also severely affected online leave-and-licence registrations. Officials said work related to such agreements has almost come to a halt. In addition, e-registration of first-sale property transactions directly from builders’ offices has been impacted, especially in Pune and Mumbai. Aadhaar authentication and biometric verification of buyers, which are mandatory for such registrations, have been consistently failing due to the glitch.
Maharashtra had amended Section 32A of the Registration Act, 1908, in 2018, enabling Aadhaar-based property registration from March 2019. The move aimed to reduce footfall at sub-registrar offices and spare homebuyers the hassle of arranging witnesses. Over time, the same system was extended to online rental agreements and first-sale registrations from developers’ offices.
The state has 519 registration offices, including 27 in Pune district alone. Each office handles an average of around 50 property registrations on a normal working day. With online systems down, citizens seeking to register rental agreements are now being directed to visit offices in person, leading to a sharp rise in footfall. Officials said the impact has been most visible in urban centres such as Pune and Mumbai, where digital registrations are widely used.
Sachin Shingavi, President of the Association of Service Providers, Maharashtra State, said service providers are hoping for an early resolution. He added that associations have submitted nearly 30 recommendations to streamline operations during such failures, including alternatives like email-based verification and additional biometric options.
Meanwhile, citizens waiting at sub-registrar offices expressed frustration over the lack of prior notice. Many questioned why no offline alternatives or helplines were arranged and sought clarity on when a permanent solution would be implemented to prevent such recurring disruptions.
