MeitY Proposes Rules to Label AI and Deepfake Content on Social Media

The Ministry of Electronics and Information Technology (MeitY) has proposed new rules to tackle the spread of AI-generated and deepfake content on social media. The draft amendments to the IT Rules, released on October 22, require platforms to clearly label synthetic content with visible or audible markers and metadata tags.
These changes aim to make it easier for users to identify AI-created videos, images, and audio, reducing risks linked to misinformation and fake content. Under the proposal, social media platforms with over 5 million users in India, like Facebook and YouTube, must embed permanent identifiers on AI or deepfake content. These markers should cover at least 10% of the visual or audio content and cannot be removed or altered.
Platforms that allow creation or modification of synthetic content will also need systems to verify and declare if the content is AI-generated. MeitY’s goal is to build a safer and more trustworthy internet where users can spot manipulated media easily, especially amid concerns about misinformation during elections and impersonation risks.

The ministry is seeking feedback from the public and stakeholders on these draft rules by November 6, 2025, via email. This move reflects growing global efforts to regulate AI’s role in digital media and protect users from deceptive content.
