10 commandments of Knowledge Commission

The National Knowledge Commission, headed by inventor, technocrat and social thinker Sam Pitroda and Infosys CEO Nandan Nilekani has submitted its recommendation to the Indian government. The commission has ten recommendations that if implemented will radically change the way people live in India and government functions.

Set up in June 2005, the commission has asked the government to redesign its processes before undertaking any large-scale computerization. This recommendation is part of the commission’s 10 high-level recommendations submitted to the Prime Minister Manmohan Singh.

The ten recommendations are:
1.Reengineering the Government processes.

2.Identify 10-20 Important Processes and Services.

3.Run Common Standards across the Country.

4.Learn Best Practices and Lessons from the Past.

5. Build National Infrastructure.

6. Utilize Web based Services.

7.Use Open Source Software.

8. Specialized CITO for Each State.

9.New National Programs.

10.Focused Organization.

Though the time frame for implementing this project is yet to be decided, Pitroda said total implementation may take close to a decade and will cost about $1.5-$1.8 billion.

Pitroda suggested that instead of state governments taking their own e-governance initiative, the efforts should be to create a national e-governance model.

Infosys CEO Nandan Nilekani said creating a national e-governance infrastructure would mean the convergence of wireline, wireless, WiFi and WiMax.
