It is the common man's power again that has stalled Prime Minister Manmohan Singh's determined attempt to produce nuclear energy in India on a larger scale. The government may have to bow before growing protests and reconsider the 2000 MW Koondankulum Nuclear Power Project in southern Tamil Nadu. With commissioning scheduled for November, the work for the first of the two 1,000 MW reactors has begun. It is being built with Russian technology and design.
