Draft of 11th Plan likely to be ready by mid-November

NEW DELHI: The first draft of the approach paper to the Eleventh Five-Year Plan is likely to be ready by mid-November. The final version of the approach paper is scheduled to be placed before the National Development Council (NDC) for clearance by the end of December following which the Planning Commission will start drafting the actual Plan document. The Commission, which was supposed to be ready with the first draft before November, has delayed starting work on the approach paper as it is waiting for political reactions on the attainability of the 59 policy initiatives recommended in the mid-term appraisal (MTA) of the Tenth Plan. Officials said that in an internal Planning Commission meeting on Thursday it was decided by all members that the first draft of the approach paper should be ready and placed in the internal meeting of the Commission by mid-November. “If we do not have the first draft ready by that time, it will be impossible to have the approach paper ready by December-end,” an official said. The MTA recommendations announced in June this year would have to be incorporated in the Eleventh Plan as there is very little time left to implement it during the Tenth Plan period that would end on March 31, 2007. However, officials said that it might not be possible to include all the recommendations in the Eleventh Plan. “There might be some recommendations which may not be acceptable to certain ministries or departments or the government at large,” the official added. The policy initiatives recommended in the MTA are spread across all sectors, including education, health, finance, agriculture, housing, wage employment, public distribution system, labor, transport and communications, and energy.
