India Calls For Two-Third Majority Of General Assembly To Appoint UN Secy General





Momentum is building up to make the selection process of the UN chief more transparent amid growing frustration over the dominance of the five permanent members of the UN Security Council in appointing the Secretary General.

Mukerji said the world community should look beyond the circumstances presented by the Second World War since "today it is necessary for the United Nations to pro-actively implement the future we want, and the current mode of selection of the Secretary General certainly does not facilitate this."

Mukerji proposed that the General Assembly resolution pertaining to the selection be amended to provide for the Security Council to proffer more than one candidate for the consideration of the 193-member body for the post of Secretary-General.

He suggested that a panel of names be put forward by the Security Council for the consideration of the General Assembly.

Further, given the challenging requirements for the Secretary-General to steer the United Nations in the 21st century, he said India feels that the General Assembly should call for the appointment of the Secretary-General to be made by a "two-third" majority of the General Assembly as envisaged in the UNGA resolution.

Mukerji also called for sufficient time to be set out in the amended General Assembly resolution to encourage the formal presentation of candidates in a manner that allows sufficient time for interaction with member-states.
