NGOs in India Get Most Foreign Donations


BANGALORE: It’s true that several non-governmental organizations is operating in India for the welfare of the society. But, ever wondered where do most of the funds come from? As per the report by Ministry of Home Affairs, during the financial year 2012-13, NGOs operating in the country received a whooping sum of 10,900 crore as foreign funding. However, it is much lower than previous year 11548.28 crore received by the NGOs.

Under Section 2(1) (m) in the Consumer Protection Act, an Association with a definite cultural, economic, educational, religious or social programme can accept foreign contribution either by obtaining registration or prior permission from the Central Government under the Act. Such Associations are required to submit annual accounts (duly audited) in the prescribed form to the Central Government within nine months of the closure of the financial year i.e. by the 31st December of the subsequent financial year. The Act applies to all ‘persons’ defined under this Section.

It is reported that just 30 percent to 40 percent NGOs are following the norms directed by the government. Because of which, the actual counts of foreign donations might be much higher for these two years.

According to the state wise report of foreign donations during FY 2012-13, NGOs registered in Delhi got the highest receipts of foreign donations of 2,232 crore, followed by Tamil Nadu and Andhra Pradesh at 1,621 and 1,146 crore respectively. This time, Karnataka outranked Maharashtra as the fourth ranking territory in terms of foreign donations to its registered NGOs.
