They are the one who always comes up with views like "these cupcakes are way too expensive," and, besides, "Who eats dessert?" while arranging for a party.
Having a genuine tight budget and just being cheap are two different things. The Miser's perception regarding deep-rooted security issues around money cannot be changed overnight. When it comes to group expenditures, try getting her to focus on the event, the people and the happiness instead of the money.
