Thirdly no public sector undertaking should be administrated by any ministry directly. The primary aim for the ministry should be making proper policies, not running companies. Thus the government shareholdings should be transferred to a public trust owned by the president so that there won’t be any corruption in this process. The trustees should be of immaculate integrity and public spirited persons, whose job is to maximize value from these shareholdings for the taxpayer as well as the tax collector.  All the government orders which are applicable on this public sector profitability should follow this trust.

Mukherjee must implement the policy of zero-base budgeting. For example, a project which started five years ago will continue to deceive the exchequer infinite times because it still remains unfinished, even though it may no longer be needed. With the this policy of zero based budgeting, every project can be re-evaluated each year so that if it is not worthwhile then government can stop its further progression and cut down the losses.
