Govt can raise $16.6 Billion via divestment
New Delhi: The government can raise about 80,000 crore ($16.6 billion) by divesting stake in public sector units, says an industry lobby report.

"Dilution of stake in leading public sector units alone could fetch at least 80,000 crore," the report by Associated Chambers of Commerce and Industry (Assocham) said, adding that this amount could be used to bring down the fiscal deficit burden.

To overcome the immediate deficit, the government may have to borrow 2.4 trillion crore from the market by September, it added.

Even a 10 percent dilution in public sector giants could fetch 60,000 crore and a 20 percent dilution would still leave the government in control of these units, Assocham said.

"NTPC alone could fetch 68,000 crore if the government stake is reduced from 89.5 percent to 51 percent. The four power sector giants together could give 98,000 crore," it added.

It urged the government to adhere to the Fiscal Responsibility and Budget Management (FRBM) Act, maintain a low tax regime and introduce goods and services tax (GST) by next April to narrow the deficit.

The FRBM Act was enacted in 2003 to bring in fiscal discipline, and imposes limits on fiscal and revenue deficits.

"There is no need for accepting a long-term fiscal deficit and deviation from FRBM goals," Assocham added.

3: Government should go for disinvestment cautiously.Industry lobby is demanding this to enhance their profit. Government sold its stake both in Maruti,VSNL,CMC & Indal at a very low rate and the industrialists made money at the cost of tax payers.Only loss making units must be disinvested and not the profit making units.Public sector units can come out with IPOs for their expansion plans instead of appearing for budgetary support. If the industry lobby is really interested in helping to tide over the budget deficit and comply with FRBM, should demand taxing the higher income groups.Both in US & UK income tax limits were increased to 40 and 50% respectively. So all those who earn above Rs.1 crore must be taxed at 50%.Similarly all those companies who are in profit with income of Rs 100 crore should not be eligible for any tax concessions.The liberalisation in 1991 has made many of Indian industrialists finding their place among the richest in the world.They want all concessions from the government without passing these benefits to the consumers.There is not even equity among those who save in banks and invest in stocks.Income without any limit is tax free for dividends while income of bank interest is taxed without even basic exemptions.Even agriculture income above RS.10 lakhs must be taxed at a lower end of 10% to give relief to poor farmers.Only rich are vocal and get benefits from the government while the poor people put this govt in power in spite of the industry lobby.
Finance Minisiter should help the poor.
