The report also put the spotlight on the need for high quality teachers, and the necessity to invent ways to recruit the best staff. It’s also a reflection on the status and professional respect towards teachers and their levels of pay.  

The levels of school choice also play an important part in assessing the systems. In case of Finland and South Korean it shows that they are the lowest levels of school choice. On the other hand Singapore is one of the high performers and has the highest levels of school choice.

Another findings in the report showed that a high level of school autonomy is a characteristic of many high performing systems in China, the Netherlands, the UK and Hong Kong.

Contrary to this fact Finland which has the most successful systems in the world has relatively low level of autonomous schools.

Sir Michael Barber said consolidating this information was the “start of something significant”. It is a practical resource for the policy makers in the world to learn about building the best education system from other countries who have so far have aced it.
