TRAI's New Framework Rates Properties on Digital Connectivity

The Telecom Regulatory Authority of India (TRAI) has unveiled the country’s first ever Manual for Rating of Properties for Digital Connectivity. This new framework provides a clear and uniform way to evaluate how well buildings support high speed and reliable digital access.
With over 80% of mobile data used indoors, weak signals caused by building materials often disrupt 4G and 5G connections. TRAI emphasized that strong digital connectivity is now essential for work, education, healthcare, and everyday online services. Poor network quality directly affects user experience and service reliability.
The manual sets standard criteria for Digital Connectivity Rating Agencies and acts as a guide for property managers and service providers. It covers aspects like fiber readiness, mobile network coverage inside buildings, Wi-Fi availability, broadband speed, and overall user experience.
TRAI Chairman Anil Kumar Lahoti said, “This framework is a decisive step to make every building in India ready for the Digital India vision”. He highlighted that digital connectivity will now be considered as important as electricity and water, helping citizens participate fully in the connected economy.

The initiative encourages builders to include strong digital infrastructure early in the construction process, allowing buyers and tenants to make informed decisions based on actual connectivity performance.
After public feedback from 14 stakeholders, including service providers and consumer groups, TRAI released the final manual with clearer guidelines and stricter rating processes to ensure trustworthy assessments across India.
