Personnel Information & Management System (PIMS) is a web-based
tool available with the Government for implementing uniform
e-Governance practices in personnel administration in all the
Central/State Governments. It has already been implemented in
Delhi State (in PWD) and Central Govt (in CPWD) with over 40,000
state/central Govt employees on its data base. It is further
extendable with advantage to any other department/ Ministry. The
personnel administration, which at present is mostly
non-transparent, consumes bulk of energy and paperwork of the
various Governments. With the implementation of PIMS, the
functioning of various Governments can be largely made
transparent, efficient and economical. Simultaneously, PIMS will
make relevant information readily available to all those who
matter for better governance to serve the general public. With
creation of centralized data base for all the employees with
salary components, its appropriate analysis can also be used with
advantage for short and long term planning. It can also be used
for redeployment of staff in such states, which are cash starved
and are overburdened due to wages of its own employees.
