ESIC Launches SPREE 2025 to Expand Social Security Coverage for Unregistered Workers

In a major move to boost social security inclusion, the Employees’ State Insurance Corporation (ESIC) has launched the Scheme for Promotion of Registration of Employers and Employees (SPREE) 2025. The scheme, approved during ESIC’s 196th meeting chaired by Labour & Employment Minister Mansukh Mandaviya in Shimla on June 27, will be active from July 1 to December 31, 2025.
SPREE 2025 provides a one-time opportunity for unregistered employers and employees including contractual and temporary workers to enroll under the ESI scheme without facing inspections or retrospective penalties. This initiative aims to simplify the registration process and eliminate the fear of backdated dues or legal consequences for the pre-registration period.
Employers can digitally register themselves and their workers via the ESIC portal, Shram Suvidha, or the Ministry of Corporate Affairs (MCA) portal. The registration will be deemed valid from the date declared by the employer, with no benefits or contributions applicable for earlier periods.
By removing barriers to entry, SPREE 2025 seeks to bring left-out establishments and employees under the ESI umbrella, thus ensuring broader access to health and social benefits. It encourages voluntary compliance by providing immunity from inspections and demands related to the past.
First introduced in 2016, the SPREE scheme has already helped register over 88,000 employers and 1.02 crore employees. With its latest iteration, ESIC aims to further regularize the informal workforce, especially in the contractual sector, and expand the reach of its social security net across India.
