India and the United States engage in regular high-level consultations regarding democracy and human rights, according to a senior U.S. State Department official. Robert S. Gilchrist from the Bureau of Democracy, Human Rights, and Labour emphasized the importance of upholding human rights obligations and commitments. Last year, the annual Country Reports on Human Rights Practices, released by Secretary of State Tony Blinken, highlighted significant human rights abuses in Manipur, India.

Gilchrist emphasized the importance of involving civil society representatives from India and the United States to gather a wide range of perspectives that contribute to shaping the human rights report. He also highlighted the crucial nature of continuous dialogue and interaction with India to address these concerns effectively.

The report addressed human rights concerns regarding the conflict between Hamas and Israel, stressing the importance of minimizing civilian casualties and upholding human rights principles during such disputes.

In Manipur, the government faced criticism from local human rights groups, minority political factions, and affected communities for its delayed actions in addressing violence and providing humanitarian aid. In response, the Supreme Court intervened by appointing officials to investigate violence against women and supervise the delivery of humanitarian assistance.

The United Nations called on the Indian government to improve relief efforts, investigate instances of violence, and encourage reconciliation among communities affected in Manipur. Additionally, the report emphasized occurrences of misinformation tactics employed against civil society groups, religious minorities, and political opposition factions.

Regarding the tax raids on the BBC office and subsequent actions by the Indian government, the report raised concerns about press freedom and government censorship. It noted instances of journalists and human rights activists facing investigations and harassment, particularly in Jammu and Kashmir, following the revocation of Article 370 of the Indian Constitution.
