This legal right empowers women to lodge complaints to the law enforcement authority through an email or a registered post. If she is unable to go in-person to a police station for filing a report, then sending an email or a registered post addressed to a senior police officer is fully acceptable. The officer then forwards the same to the concerned SHO who files an FIR, based on which action is taken.
Right to Zero FIR

Under Zero FIR right by Supreme Court, no police station can refuse to register a rape complaint showing reasons of jurisdictional limits. Some instances require immediate intervention of the police to collect circumstantial evidence or any such details. The very purpose of Zero FIR is to urge the police to take initial action based on the report.
