Best process for Defect Management

We always try to lock valid defect and no defect should be rejected from developer side that is our intention and our manager also however what i feel and whenever get the defect , we always try to ask teammates and show them for validity however i feel, whatever you get just lock and this defect should be assigned to defect manager ,they have to validate the same ,if it is feasible than defect manager should proceed else can rejected so the main point is a defect manager should be there in testing team or person who should be responsible for all the defects not all team member because every tester is creative and can find any thing like new CR or suggestion to the client so its make the better product .
