Democratic Republic of Congo:

Democratic Republic of Congo takes the second position on the list with a FSI score of 111.2.

The Democratic Republic of Congo (DRC) held presidential elections in November 2011, nine years after the official end of the Second Congo War. But the chaotic voting, flawed by violence, corruption, and instability, only underscored the fact that a country where 1.7 million residents are internally displaced remains terribly unstable. Joseph Kabila, who has ruled the DRC since his father, the former president, was assassinated in 2001, was the winner of the polls, which were widely discounted by the international community. Although Kabila may have hung on to power, he doesn’t sit comfortably in the presidential palace. Former rebel leader Bosco Ntaganda, who is wanted by the International Criminal Court, continues to carry out attacks against civilians and political opponents with liberty. His actions are only part of the outbreak of violence that has infected the country, particularly in the eastern region, which has been called the "rape capital of the world."
