DDA's turn to explain expenditure of Rs 550 crore used for development

Balvinder Kumar, DA Vice Chairman said that he was unaware of the expenditure details mentioned in RTI reply as the developments had taken place much before he assumed. On the other hand, he conceded that due to unavailability of land, the plots could not be allotted. He also said that, DDA has not been completed the allotment mainly because of disturbance by Barwala village farmers and noncooperation from other agencies, including Delhi Police, in obtaining the area. “We will look for further time from the Supreme Court to complete the allotment of remaining applicants” he added.

The allotment was obligatory because the Supreme Court has intended for the DDA to complete the allotment by November 8. The DDA’s assert of huge spending on development of plots also goes against its past entries that it faced "shortage of undisputed land" in Rohini to progress the allotment process.  In another affidavit, DDA has told the court that “The progress turned down since February 2013, the agreement for developing plots is confronting closure due to unavailability of land.”

In April 2009, Rahul Gupta had approached the Delhi HC, seeking the allotment of plots for 25,300 applicants. On December 16, 2012 the HC directed DDA to allocate the plots for the beneficiaries within three years, but it failed to carry out. Gupta has a date with the DDA early next month from now, and 25,300 DDA victims might have unified with better fortunes.
