ESI Scheme: Unorganized Sector To Be Graced With Medical Care


BANGALORE: Auto rickshaw drivers, anganwadi, rickshaw pullers, asha workers and other economically weak groups might just be graced with a complete medical care scheme from primary to tertiary under the protection of the Employee's State Insurance (ESI) scheme, reports TOI.
They may also receive other benefits that include cash remuneration during the demand of their services. This includes disablement, maternity, death as well as unemployment is certified to the workers in this organized sector that falls under the Employees' State Insurance Corporation Act (ESIC).

An attempt has also been made on medical coverage’s for those offering their services in unorganized sector, the government aims at bringing down the existing limit of working in premise from 10 to 5. Currently, under the ESIC Act of 1948 over 10 people sustain employment while they draw up wages all the way up to up to Rs 15,000 per month as well as offered health insurance and several other benefits under the legislation.

The ESIC Board now aims at starting up a committee for the firm to investigate the overall events of unorganized sectors. This decision has come from the direction of the BJP government as they attempt to provide social security for a greater part of unorganized workforce. An official stated the decision will be the most favorable and will also take maximum usage from large ESIC medical infrastructure.
This is estimated to cover for 82.7pct of the total workers in unorganized labor as well as including workers in low income production activities.
 

These workforces comprise of around 45 crore of labor workforce that do not receive proper labor security in regards to wages, social security, job security, welfare and other working conditions. The ESI Scheme is expected to have a geographic coverage across 393 districts in the country by April 1, 2016.

Besides it provides for sickness benefits in cash at the rate of 70pct of wages to the insured person for a maximum of 91 days in a year, 90% of the insured person's wage as disablement benefits, 90% as dependent benefit as well as Rs 10,000 as funeral benefit to the dependents or whoever performs the last rites of the insured person. Currently the ESIC coverage is restricted to industrial/commercial pockets on the grounds of 'revenue villages'.
