Govt to Reclaim Land in 43 Colonies

New Delhi: Delhi Government has directed DDA and other government agencies to reclaim their land in the 43 unauthorized colonies whose provisional regularization certificates were canceled following a high-level probe. "All land owning agencies have been told to take possession of the land in 43 unauthorized colonies whose PRCs (provisional regularization certificates) have been canceled," a top official said. He said Chief Secretary P K Tripathi will also write to the agencies to reclaim their land in these unauthorized colonies. An inquiry headed by Divisional Commissioner Vijay Dev has found serious wrongdoings in the process of issuance of PRCs to a number of unauthorized colonies in 2008 and based on the report, government last month canceled PRCs of 43 unauthorized colonies. The inquiry committee had recommended criminal proceedings against those involved in the irregularities and said certain non existent colonies were also issued PRCs. Asked whether action will follow against officials allegedly found involved in wrongdoings, Chief Minister Sheila Dikshit said the Chief Secretary was looking into the issue. Tripathi, responding to a similar question, said action will follow against officials found guilty. But at the same time he added that the entire issue will be examined very carefully before initiating any action against anybody. The Delhi government had issued the PRCs to over 1,239 unauthorized colonies ahead of the assembly polls in 2008, which have been home to around 40 lakh people and constitute an important vote bank. Dikshit had ordered the inquiry in October last year after former MLA Ramvir Singh Vidhuri filed a complaint with the city Lokayukta alleging serious fraud in issuance of PRCs. The inquiry committee highlighted alleged nexus between land grabbers, Resident Welfare Associations and certain elements in concerned government departments to procure provisional regularization certificates (PRCs) in violation of laid down norms. As per norms, unauthorized colonies, which had come up prior to March 31, 2002, and which had 50 per cent built-up area as on February 8, 2007, were eligible for PRCs. Following the report by the inquiry committee, Delhi government has decided to only rely on satellite images to verify prescribed built up areas of over 1,239 colonies to regularize them. Regularization of unauthorized colonies is expected to become an election issue during MCD polls as BJP has been slamming the government accusing it of failing to keep its promise of regularizing the unauthorized colonies.
