The Human Resource Development Minister, Kapil Sibal always saw government's relationship with the civil society at the hazard zone. Ever since the beginning of the current anti-corruption uprising under Anna Hazare, Sibal was in constant conflict with the group, especially the prominent leaders. He condemned Anna Hazare in the strongest possible terms when the anti-corruption crusader called the people running the government cheats, liars, conspirators and betrayers. Kapil accused Anna for seeking to create a 'parallel government' without accountability. Team Anna had claimed that 85 percent of the people in Kapil Sibal's constituency are supporting the Jan Lokpal Bill. Commenting on Manmohan Singh's Independence Day speech on Lokpal Bill, Anna Hazare accused that the PM started speaking the language of Kapil Sibal.
