A Prejudiced West Sees India an Unsafe Place

A statement from the U.S. consulate said, "The Department of State reminds U.S. citizens of the continued possibility of terrorist attacks throughout India and urges citizens to pay particular attention to their personal security during the Indian holiday season, which includes Hindu, Islamic, and other religious and secular holidays between October and January."

"We advise you to exercise a high degree of caution in India at this time because of the high risk of terrorist activity by militant groups. Terrorist attacks could occur at any time anywhere in India with little or no warning," read the advisory by the Australian government. It also advised not to travel in the immediate vicinity of the border with Pakistan and in the north-eastern states of Assam, Nagaland, Tripura and Manipur. The advisory from New Zealand government says, "There is a significant threat from terrorism in India and New Zealanders travelling in India should take account of the potential for terrorist attacks by militant groups. We continue to receive reports of planning for terrorist attacks in India. Terrorist attacks in India may be directed at national institutions within major cities, religious sites, festivals, tourist sites, hotels, markets, fairs, major sporting events, and public transport. Terrorist attacks have targeted public places that are frequented by Western tourists. Further attacks cannot be ruled out, including in large cities and popular tourist destinations such as New Delhi, Mumbai and Goa." It also said that Jammu and Kashmir, Tripura, Manipur, Assam, Nagaland, Bihar and Jharkhand pose extreme risk to security. Canadians residing or travelling in India are strongly encouraged to maintain a high level of vigilance, remain aware of their surroundings, monitor local news reports, follow the advice of local authorities, avoid crowded places and take appropriate steps to increase their personal security. If unattended packages are spotted, Canadians should immediately exit the area and report the packages to the authorities. Canadians should carry adequate identification on them at all times. Canadians in India should be particularly vigilant during the Indian holiday period between October and January, as well as in the lead-up to and on days of national significance, such as Diwali, Republic Day (January 26) as militants have in the past used such occasions to mount attacks. "There is a high threat from terrorism throughout India. Recent attacks have targeted public places including those visited by foreigners. Following explosions in Delhi on 7 September and Mumbai on 13 July, major cities in India remain on high alert and British nationals should exercise caution," warns the UK advisory.
