New Delhi to host global federalism meet

New Delhi: The Indian capital is all set to host the fourth International Conference on Federalism, organised in association with the Forum of Federations, Canada, under the theme of "Unity in Diversity - Learning From Each Other" The event will be held in Novembe with an objective to promote dialogue on the renewal and development of federalism and greater co-operation among practitioners in pursuit of better governance, the Home Ministry announced on Monday. The four broad themes of the conference are Fiscal Federalism - emerging issues in fiscal federalism, Managing Diversity - Building on and accommodating Diversities, Inter-governmental Relations - Interaction in Federal Systems and Local Government and Federal Systems. Practitioners of federal democracy at all levels including presidents, prime ministers, chief ministers, scholars and social activists dedicated to federalism will collectively engage in the process of sharing ideas, experiences and drawing inspiration from one another. The three earlier conferences were held in Canada (1999), Switzerland (2002) and Belgium (2005). As part of the preparatory exercise, a three-day pre-conference meet will be organised by the Home Ministry here from Wednesday to Friday. This is expected to give final shape to the themes and papers to be discussed at the main conference. The pre-conference also aims at finalising country-specific and issue-specific case studies to be presented in November. It will be attended by eminent national and international experts on federalism, parliamentarians, civil society activists, ambassadors /high commissioners and CEOs of industrial houses. Several Indian Union ministers and chief ministers will also be present at the pre-conference, the statement said.
