U.K. was an early adopter of ICTs. The University of London was the first nodes of ARPnet, the world’s introductory operational packet switching network, that later got transformed into global internet. The Queen sent her first ceremonial email in 1976.
United Kingdom has high internet freedom and online freedom of expression is generally respected. However following London riots, the authorities are debating on placing limits on social networking sites like, Twitter and Facebook. The Prime Minister David Cameron and other officials were opined to disable these services when they are being used to promote violence. However after public outcry, the government backed away from making any concrete proposals.

The Philippines got internet service in 1994 via the Philippines Internet Foundation (PHNet), the first internet service provider in the country. The internet penetration slowly increased in the country until 2005, when an order enacted in the country, for expansion of telecommunications technology services to underserved areas in turn promoted ICT sector.
In 2008, with the advent of the industry players the internet penetration in the country is accelerated, however the internet use on mobile phones is wide spread.
Internet use further accelerated after 2008 with the entry of a number of industry players, although the use of mobile phones has remained more widespread.
