Zhou Xiaochuan is an economist, financier and serves the government of China. He has been serving as the governor of the people's bank of China since 2002 and is in charge of the economic policies of the People's Republic of China. Previously, he was the Vice Governor of the People's Bank of China and was also the Governor of China construction bank. Zhou was the major person to speak out during the Washington's debts ceiling debacle as China was given a status of being the top buyer of U.S. debt. After the course of budget control act, Zhou illustrated that the PBC would "closely observe its implementation."
