To strengthen the NVBDCP.s system of programme monitoring and
evaluation, surveillance and information management so as to
ensure the continuous availability and use of reliable data for
decision-making at all levels of the Programme. Working in
close collaboration with administrative staff at state level and
other consultants- 1. To assist in all technical components of
project formulation and project implementation especially for
newer components. 2. To develop comprehensive plan for
monitoring & evaluation in high risk endemic areas and to ensure
that an effective and participatory M&E system is established in
as decentralized a manner as is possible. 3. To develop and test
instruments for supportive supervision to support monitoring at
district and PHC level. 4. To assist in the implementation of
the new HMIS, to review its status from time to time. To
coordinate with M&E consultant at National and district VBD
Consultants to ensure quality implementation of programme. 5. To
develop formats, log frame, matrix for monitoring and evaluating
the program implementation in collaboration with NVBDCP staff,
public health specialist and IT specialist. To develops or refine
indicators for the programme. 6. To assist in the development of
methodology for mid-term evaluation and to ensure they are
undertaken. 7. To evaluate results of specific reports on
computerized management information system (CMIS) and integrate
these into planning and project implementation. 8. Assist staff
and implementing partners in preparing their progress reports and
analyses these reports in terms of problem and actions
needed. 9. In close collaboration with Consultant Public Health,
to liaise with World Bank and GFATM in relation to reports and to
provide timely feedback on agreed indicators. 10. To keep
liaison with the National Informatics Centre (NIC) Integrated
Disease Surveillance Project (IDSP) on implementation of
strategies on surveillance, monitoring & evaluation. 11. To
promote preparedness for tackling malaria outbreaks and ensuring
rapid response. 12. To consolidate and analyses reports/data
received from the districts on monthly/annual basis.
Reporting: The State Programme Officer of state shall be
overall I/c of Consultant. He would liaise with Directorate of
NVBDCP on a regular basis.

Officer / DD (MCH), Directorate of FW, Orissa and Health Officer,
UNICEF, Orissa.  They will work in close co-ordination with
DPMU, NRHM. (1) Micro-plan Development for Outreach RCH
services. (Routine immunization, VHND, Vit-coverage).
(2) Establish Routine Immunization and VHND Field monitoring
and supervision system with support of ADMO-FW and PO-ICDS. (3)
Facilitate Implementation of RIMS and improve Reporting system.
(4) Facilitate and Monitor all Immunization and VHND Training
of the District for Health and ICDS functionaries.
(5) Strengthening of Vaccine logistic and Supply management.
(6) Strengthen Cold Chain Management System. (7) Provide
Technical support for Measles Outbreak Investigation. (8)
Technical Support for Biannual Vit-A planning, Training and
Monitoring. (9) Support in planning and implementation of IPPI
/ Mop Up activities. (10)Facilitate Implementation of Injection
Safety norm in the district. (11) Facilitate District
Immunization PIP Development with Coordination of DPMU and
ADMO-FW. OUTCOME: 1. District and Blocks Micro
plan for Immunization strengthening available (Including
Immunization week and IPPI and Biannual Vit-A). 2. 80% of
the supervisors supervising the sessions. 3. RIMS
implemented in the district and data uploaded every month.
4. No major cold chain failure happens in the District or
block. 5. District Immunization PIP developed. 6.
80% Injection safety Norm for Immunization followed. 7.
All Measles out breaks are Investigated and appropriately managed
and 50% reduction of Measles mortality rate from the existing.
End Product (eg. final report, article, documents,
etc.): 1. Monthly report on activities performed for
Routine Immunization, Immunization Week / NIDs. 2. Final
consolidated Routine Immunization Micro-plan, Immunization Week
Micro-plan and NID micro-plan. 3. Monitoring reports of
the Districts for Routine Immunization and Immunization week.
4. At the end prepare a “Completion of task assignment
report” and provide to UNICEF with copy to CDMO.
Reporting:  State Immunization Officer-cum-JD (RH) and DD
(MCH) of Directorate of FW, Govt of Orissa.  Functional
reporting through CDMO / ADMO (FW) / DIO  Technical reporting
DFW, Orissa and Health Officer, UNICEF, Orissa  The work
certificate will be submitted by the ADMO (FW) / DIO
countersigned by CDMO to the DFW, Orissa. Address of the
