The Oracle Universal Installer supports the installation of several active Oracle homes on the same host. An Oracle home is a directory into which all Oracle software is installed. This is pointed to by an environment variable. The Oracle home consists of the following:

Directory location where the products are installed

Corresponding system path setup

Program groups associated with the products installed in the home (where applicable)

Services running from the home

ORACLE_BASE and ORACLE_HOME are directory locations defined by the Oracle Flexible Architecture.
ORACLE_HOME- This is the directory which contains all software (directories) that need to be available on server to create and maintain Oracle database.
ORACLE_HOME corresponds to the environment in which Oracle Database products run. This environment includes the location of installed product files, the PATH variable pointing to the binary files of installed products, registry entries, net service names, and program groups.
ORACLE_BASE- It is the root of the Oracle Database directory tree. If you install an OFA-compliant database using Oracle Universal Installer defaults, then ORACLE_BASE is X:oracleproduct10.2.0 where X is any hard drive.

Difference between Oracle base and Oracle home
ORACLE_BASE is the root directory for oracle.
ORACLE_HOME located beneath ORACLE_BASE is where the oracle products reside.

ORACLE_BASE specifies the directory at the top of the Oracle software and administrative file structure.
The value recommended for an OFA configuration
For example: /u01/app/oracle.
If you are not using an OFA-compliant system, you do not have to set ORACLE_BASE, but it is highly recommended that you do set it.

ORACLE_HOME specifies the directory containing the Oracle software for a given release.
The Optimal Flexible Architecture recommended value is:
$ORACLE_BASE/product/release.
For example:
/u01/app/oracle/product/8.1.7.
