Fremont's Historic Milestone with Raj Salwan as First Indian American Mayor
Raj Salwan became Fremont’s first Indian-American mayor. He focused on homelessness, public safety, infrastructure and sustainability and was committed to improving the city's future.
Raj Salwan made history as Fremont’s first Indian American mayor, taking the oath of office at a ceremony held at City Hall on December 10. His father swore him in, marking a significant milestone for the diverse city in Northern California. His mother, wife and other family members attended the ceremony, along with a packed hall of Indian Americans and local supporters.
Reflecting on his family’s immigrant journey, Salwan expressed his commitment to addressing the city's pressing challenges while continuing to build on Fremont’s legacy of resilience and progress. In his inaugural address, he described Fremont as a city built on hope and hard work, noting the resilience and determination of its people to create a brighter future.
Salwan won the November 5 election with 47 percent of the vote. He succeeded Lily Mei, who had reached her term limit after serving two consecutive four-year terms. During his campaign, Salwan focused on key issues, including homelessness, public safety, traffic solutions, infrastructure improvements and climate change. He earned widespread endorsements from labor groups and business leaders across the region.
With more than eight years of experience on the Fremont City Council, Salwan was no stranger to local governance. He first joined the council in 2013, gaining recognition for his active involvement in important city initiatives. Throughout his tenure, he developed a reputation as a dedicated public servant committed to addressing the needs of Fremont residents. Salwan, who grew up in the city, had previously served in various capacities, including as a Human Relations Commissioner, Planning Commissioner, Fremont Councilmember and Vice Mayor. His experience in city government spanned over 18 years.
Salwan has long been proud of his achievement in the American dream. He was committed to giving back to the community that had provided so much for him, to make Fremont a better place to live, work and raise families. He also represented the city on the Alameda County Transportation Commission. He served as the First Vice Chairperson for the California League of Cities East Bay Division, covering Alameda and Contra Costa Counties.
Beyond his work in local governance, Salwan has also contributed to various commissions, non-profit boards and regional agencies. His leadership role as a subcommittee member of the joint City Council-School District Liaison Committee helped support Fremont’s schools' continued success.
Salwan’s vision for the city included progress while preserving its rich cultural heritage and fostering a strong sense of community. He aimed to create a diverse city with cutting-edge infrastructure, greater housing affordability, expanded public safety resources and thriving local businesses. He studied biological sciences at the University of California, Irvine, and later earned his Doctor of Veterinary Medicine degree at the Tuskegee University School of Veterinary Medicine.
With his extensive experience on the City Council and deep-rooted commitment to improving the lives of Fremont residents, Salwan is poised to lead the city through its challenges and opportunities. As mayor, Salwan’s leadership promises to continue shaping Fremont into a model of progress, unity and innovation.
