#11 Roy Thomas Fielding

He is an American computer scientist, one of the principal authors of the HTTP specification, an authority on computer network architecture and co-founder of the Apache HTTP Server project.


#10 Håkon Wium Lie

He is a web pioneer, a standards activist, and, as of 2013, the Chief Technology Officer of Opera Software.

He is best known for proposing the concept of Cascading Style Sheets (CSS) while working with Tim Berners-Lee and Robert Cailliau at CERN in 1994. As an employee at W3C, he developed CSS into a W3C Recommendation with Bert Bos.  

As a showcase and test bed, he integrated CSS into the Arena web browser. CSS is one of the fundamental web standards, with profound impact on typography, aesthetics, and accessibility on the web.

Cascading Style Sheets is a style sheet language used for describing the presentation semantics (the look and formatting) of a document written in a markup language. Its most common application is to style web pages written in HTML and XHTML, but the language can also be applied to any kind of XML document, including plain XML, SVG and XUL.
