Haryana Launches World Class Startup Incubator and Innovation Boost
- Haryana to set up a world class startup incubator, H-HUB, in Gurugram.

In a major boost to India’s startup ecosystem, Haryana Chief Minister Nayab Singh Saini has announced the launch of a state of the art startup incubator called H-HUB in Gurugram. This initiative aims to position Haryana as a key innovation hub by providing startups with world class infrastructure, including plug and play workspaces, innovation labs, high performance computing tools, and prototype development facilities.
The announcement, made during the presentation of the state budget for 2025-26, reflects Haryana’s commitment to creating a thriving entrepreneurial environment. The government plans to roll out a semiconductor policy and a dedicated GCC (Global Capability Center) policy, with a focus on making Gurugram a preferred destination for global tech and service operations.
In a move to strengthen the industrial backbone, the state will also develop 10 new Industrial Model Townships (IMTs). These townships will be developed on approximately 20,000 acres of land voluntarily contributed through the e-Bhoomi portal, aiming to offer cutting edge facilities for startups, MSMEs, and industries.
Haryana currently ranks seventh in India in terms of the number of recognized startups, with more than 9,100 ventures, including 19 unicorns, and nearly 50% women led enterprises. To further promote inclusivity and innovation, the government will expand access to incubators across all industrial estates in the state. It also plans to build AI hubs in Gurugram and Panchkula and launch a Women Entrepreneurship Platform in collaboration with NITI Aayog. This platform will offer mentorship, funding, training, and incubation for women entrepreneurs.

Additional initiatives include the creation of a dedicated Entrepreneurship Commission, district level Centres of Excellence, state wide startup competitions with prize money up to Rs 1 crore, and micro-finance schemes to support early stage ideas.
With these strategic steps, Haryana aims to become a national leader in startup growth, technology innovation, and inclusive entrepreneurship.
