UP Targets Doubling Exports With New Policy To Boost Infra, Jobs
- UP unveils new Export Promotion Policy 2025-30, targeting $50B exports by 2030 (up from $21 Billion in 2024)
- Policy to boost infrastructure, logistics support, and reduce costs for double landlocked UP exporters under ODOP scheme
- Aims to expand MSME participation, diversify exports, and generate large-scale employment, especially for youth and women
Export proportion minister, Nand Gopal Gupta Nandi stated that UP's new export promotion policy (2025-30) will prove to be a good fortune for the state. "The policy will contribute significantly to doubling the state's exports, which will also rise on the national front", he added. The policy aims to raise exports from 21 billion dollars in 2024 to 50 billion dollars by 2030. "This will be helpful to exporters under the one districts one product scheme", he added.
One of the most important benefits will appear in the guise of a surge to infrastructure development. "Committed support to the development of infrastructure and development of logistics will assist in placing the state in the global market in a better position, endure competition and minimize transaction costs", he stated.
Noting that it will drive the growth of the base of exporters, Nandi stated: "The policy targets to enhance the number of registered exporters by 50 percent, ensuring wider participation from districts and sectors, including MSMEs and first-time exporters". Nandi stated that for this purpose, the policy addresses the UP being a double landlocked state challenge.
"This typically implies that UP exporters will have to incur a greater cost to move their products in relation to their coastal state counterparts", he said, adding, "the policy provisions for gateway port and air freight support shall directly lessen the cost of transportation, enhance the price competitiveness of UP products in international markets, and make exports a viable option for small and medium enterprises".

Additionally, he stated, "Expansion of export activities and diversification of the export basket will create new livelihood opportunities, particularly for youth and women, thereby contributing to inclusive growth". Referring to a multi-country World Bank study, Nandi said that "a 10 percent increase in exports is associated with an increase in employment levels (3.1 percent), labour earnings (3.9 percent) and productivity levels (0.95 percent)".
"Since the state wants to raise its exports from 22 billion dollars to 50 billion dollars, it can be said that in pursuing the target-oriented goal, UP will experience high employment generation in the MSME sector", Nandi stated. There will be additional employment for women in the textile and garments industry, which is a focus sector for UP, he added.
He informed that steps have been taken to build the export industry. "E-commerce, services export and niche sector specific schemes will diversify UP's export basket and provide access to new global emerging markets", he stated.
