The update for Xperia Mini is available globally but not for all users. The update will be released in batches which are based on the sales item number (SI). This SI number is an eight digit number; you can find your Xperia Mini SI number at the back of the device on the label (which is visible after removing battery).
To check if your device gets ICS update you have to check the eight digit SI number and match it against the numbers available in Sony’s blog. If your device’s SI number matches with the list then you can connect your smartphone with PC companion application and the upgrade will get downloaded.
