U.S. to India cash transfer faster than Goa to Bihar

Bangalore: Have you ever wondered how difficult is it to send money within India? Two thirds of the country's population doesn't have a bank account and this situation is not expected to change dramatically in the near future.
The attempt by the government is now rightly moving towards using alternate non-banking channels to route financial services into the interiors of the country, said Sudip Bandyopadhyay, Group President Financial Services at BK Modi's Spice Group in an article in the Wall Street Journal. As a part of this process, it would be only appropriate, if the domestic remittance market is opened to recognized money transfer agents who already are authorized to receive inward remittance from abroad.

In fact, it is quite paradoxical that a person sitting in India can receive remittance from anywhere else in the world, but not from other locations in India. So a person in London can remit money to a person sitting in a remote village in Bihar by using the services of Reserve Bank of India-approved, private money transfer players, while a person sitting in Mumbai cannot do the same. The only option open to him is to use the postal department's money order service and borrow in the meantime if necessary.
Bandyopadhyay still remembers an incident, which took place a few years back when his next door neighbor's son needed a large sum of money for admission to an engineering college. He had only a few hours to complete the formalities within the deadline. They made a few phone calls to his uncle in London and within 15 minutes they collected the money from the neighborhood Western Union outlet after the uncle remitted money from Britain to our small town in the outskirts of Kolkata.
In another incident, his driver in Mumbai wanted to urgently send money to his wife in his native village in Bihar for some immediate need. The man was running from pillar to post trying to figure out how to ensure that the funds reached his wife within 24 hours. Unfortunately, he could not use money transfer agents as they cannot be used for domestic remittance.
Since his illiterate wife doesn't have a bank account and the village where his family stays, in any case, doesn't have a bank branch within 10 kilometers, he had no other option but to ask his family to borrow money from his village money lender at an exorbitant interest rate for a week. Ultimately, he remitted money through a postal money order, hoping that his money reaches his wife within seven days.
The problems in India's rural sector are well documented and the lack of remittance services is but one of the many inequities that plague this part of the country and keep its inhabitants outside of mainstream finance. About 72 percent of the country's 1.14 billion people live in rural areas, yet agriculture produces only about 21 percent of gross domestic product, according to the World Bank. That leaves the majority of the population living off a small chunk of the economic pie. While the government has claimed it can end poverty by 2040, at present, more than 250 million Indians live on less than $1 a day.
Small and marginal farmers, with two hectares (five acres) of land or less, comprise three quarters of the nation's farming households but own less than one quarter of its farmland. In the poorest states, such as Bihar, small and marginal farmers comprise about 96 percent of those working the land, according to industry experts.
A lack of transport and other infrastructure forces these farmers to sell their produce to village aggregators, the middlemen, at less than market value. With a better knowledge of prices than many of their poorly educated clientele, the middlemen dupe farmers into steep discounts. They also double up as money lenders, providing farmers with credit for seeds and equipment, often at crippling interest rates.
This is where micro-finance and non-bank financial companies can play a huge role so that financial inclusion reaches the remotest levels of the country and India can truly progress.

2: Government /Reserve bank of India doesnt have
standard protocols for banks.
Example:1.Minimum balance differs from each
and every bank.( SBI- 500, ICICI-5000,
hdfc-2500/--- just compare!)2.Demand draft
charges 3.Interest rates etc., so people move
for the banks which provide the service in
cheaper cost. Private banks is not able to
give the same cheaper service since the
operating cost is more.And also many of the
rural banks and banks in thesil was not
having internet banking facility.The bank
operate only for the local transcation.
Next thing lack of education. Who's responsibilty to teach the poeples about the services.Obviously Goverment and banks.Does anyone is educating peoples.No one is doing.Everyone is thinking about the profit but on proper approach and education any banks can profit anywhere in India.

the maximum is illitered and uneducated.
these peoples work throught india and
worldwide.so whatever they earn they should
transfer it to their children family friends
and relatives.and also to open bank account
for them is a problem to them and they do not
know the way how to transfer it.though they

9: The real problem is our system, no. of
cooperative banks, Grameen Bank, SBI branches
in rural is much more than HDFC and ICICI,
why only these banks are responsible for
rural banking, HDFC, ICICI and others busy
with corporates and big giants, any HDFC
branch in rural or Tehsil town, not many
branches. Lack of Education is not the
reason, people in rural have accounts with
Post Offices, if there were Banks branches,
then they were be having in those banks
instead of Post Offices, they travel
kilometers for reaching a post office, hence
willingness is there, but lack of awareness
and lack of resources, the rural people are
ready to have the bank account, but we are
not ready to offer them the banking service.

The case of Sudip's driver is concocted. Was
the driver not sending money every month for
his wife's maintenance? She must be having a
bank account. Even illiterate people can have
accounts in banks. 10 KMs is not an issue.
For treatment you need money where the
hospital is. There is no place in Bihar with
a hospital but without a bank branch. With
Centralised Banking Systems deployed in all
the banks, she could easily withdraw money
from anywhere. All that the driver had to do
was to deposit the money in Goa in her
account. Some people have a habit of
concocting stories to get quoted.
The writing by the author as well as the comments are written on the basis of situation 5-10 years ago. At that time even money transfer agents were not operating. Today money can be transferred within India equally quickly using RTGS/NFTS. Even a backward state like Bihar is effectively banked by PSBs- especially SBI and PNB, among others. I do not understand why sending money from Goa to any part of Bihar be a problem today !
Most of these PSB branches operate at a loss, because of low business volume with high cost of cash handling, but they operate as a social responsibility. Will Money Transfer Agents operate at loss? MTAs can operate in cities because of large volume that generates profit. Besides, the rural population is quite vulnerable to cheating, which is a major factor in favour of PSBs- one of the few bastions of honesty and integrity (at least comparatively) in a country widely corrupt.

Similarly one can say Bank is the place which
lends you money for making a small house in a
small town, but never have been seen taking
loan to make a five-star office in a pauce
city. In our country, Banks work in a
autocratic manner. It is easy to get billion
Rs. loan in a big city, but difficult to get
thousands rupees in a small town or village.

If you happen to visit any village in India, there will certainly be a few families which have borrowed from PSBs for rearing cow, buffalo, goat, chicken or making basket, pottery etc. There is no other country in the world where such a large scale of micro-financing has been done, benefiting the poor directly. Bangladesh is a recent kid on the block - a rat compared an elephant, in view of what has been done in India by the PSBs.
And the metaphor you have quoted as opening sentence is too old one- used by people who do not understand what banking is. Banks do not have their own money - they use the money of people like you and me - and have a responsibility to pay back on demand - which will not be possible if they do not recover their own loans. Hence they have to be extremely cautious. The crises in the banking sector happens when the bankers lower their guard. Please note that banks do print money.

Hoysala. The main thing which make the
difference is the education. First of all the
government should run a huge drive to educate
the people. For this government has launced
"SARV SIKSHA ABHIYAAN" , but we know the
reality of the progress of the scheme.
Government shoulf frame such scheme which
reaches upto to the lowest level of the
society. If you are educated then
automatically find your path.

26:Lack of education is not the only problem.
The current minimjm balance for both the SB
as well as the CA accounts reflect the
general prosperity of the affluant as well as
the goverment employees. It is slowly going
beyond the levels of the common man's
conceptualisation. When the Postal Envelope
cost was suddenly raised many years ago from
2 to 5 suddenly, I did hear many of my
bureaucrat friends telling me that it should
actually go to ten. For them, ten was
nothing, but a great majority of the common
folk reduced their letter writing.

We have a long way to go...just because of the 'hype' in some of our metros or IT cities, please don't think that "We are very nearest to developed country status". Almost half of India's children are malnourished. Long way to go for basic education, sanitation, drinking water, literacy etc.

I was excepting the same from financial departments that we could also have a option of sending money from 1 state to another with the india will really help people to get there money with in a shot period processes and easy way like the WU or other Payment systems do internationally.

but other are very slow (2-3 days)

open an account in one of SBI branch in JP
NAGAR BANGALORE, he dont have PAN card but he
brought residential proof form his security
agency,he has voter id card, but SBI manager
did not consider all this because residential
proof is not from a reputed company like
