BEIJING: Indian software major, Zensar, has teamed up with Shenzhen Software Park to establish China's first offshore software development centre in the booming city of Shenzhen. An agreement to establish the centre, which would develop patented software for foreign customers, was reached between Shenzhen Software Park and Zensar recently, according to Xinhua news agency . According to the agreement, application software, mainly on telecom and finance, meeting CMM level 5-the highest global software quality standard, will be developed at the Centre. Experts believe the projected centre will help Chinese software developers improve their software engineering capacity and in turn help more of them elbow into the international software market. The centre is expected to export US $20 million of application software annually within two years of operation. Though China's software industry saw rapid growth in 2002, it still needs development, the Deputy Director of the State Council Information Technology office, Qu Weizhi said, addressing a national conference on software industry here this week. Qu said that problems still existed in the industry with most enterprises small in scale and lacking skilled workers, which resulted in low efficiency and low market share. In 2002, domestic software firms held just one third of China's software market, and less than two per cent of global software sales. At the same time, China's major software fields, including banking, securities and civil aviation were still monopolised by foreign software companies Therefore, the Chinese Government would continue to support development of the software sector, Qu said.
