U.S. companies move work onshore

Bangalore: In the U.S., top outsourcing customers such as Bank of America and several local governments are asking vendors such as TCS, Infosys and Wipro to deliver more projects locally. These outsourcing customers are also canceling job offers to foreign workers in an attempt to address anti offshoring sentiments and cope with legislative requirements of the Troubled Assets Relief Program (TARP).

In the last few months, at least five new outsourcing contracts had new clauses which mandated that certain work be delivered onshore, reports The Economic Times. Under this regulation, Bank of America and other financial services organizations who have received funds under TARP need to ensure that they try and employ local American workers before hiring a foreign workers.
"Bank of America's Merill Lynch integration projects are being delivered locally because of TARP requirements. On any other day, it would have asked Infosys or other companies to do," said a U.S. based person familiar with the bank's outsourcing initiatives.
A spokeswoman at Bank of America confirmed that her company had canceled around 50 H1B job offers in order to comply with TARP. Several graduates from the University of Michigan are among many potential H1B workers left stranded in the US.
"Recent changes in U.S. legislation made it necessary for Bank of America to rescind job offers it had made to students requiring H-1B sponsorship. Bank of America had very much looked forward to these individuals joining the company," said Kelly E Sapp, spokeswoman at Bank of America.
Experts such as Phil J Fersht, research director at Boston-headquartered AMR Research, say all TARP funded banks have canceled their H1B offers. "All TARP-funded banks are rescinding H1-B offers right now, except in critical roles and existing outsourcing deals where its imperative to have offshore managers onsite. It's a political 'hot potato' especially after the AIG bonus fiasco."
The TARP-funded banks are not the only ones demanding more local delivery. Several government customers including City of Tucson, which works with TCS and State of Missouri, which is a Wipro customer, have asked these vendors to move over 80 percent of work to the U.S., and create local jobs.

1: Currently, few % of the profit is being
invested in IT by any company. So, I wouldnt
say that hiring a local workforce is going to
solve this financial turmoil. Most of the
products being sold in US are imported.
Reducing the IT outsourcing is something like
going against the globalization concept
initiated by the developed countries a decade
ago. so, I would say identify the industries
which are core(like agriculture in india) for
your economy and have some regulation in it.
Apart from this, just reducing the IT
outsourcing is not good for any one and to me
it looks like a political stint.

The party is over. There is no shortage of IT workers in the United States. Our economy is in shambles - partially due to offshoring (and the very bankers crying about our government enforcing H-1b laws - yes the same ones who begged for deregulation).

3: I don't understand all the hate and fear I
see here. Please, explain. If the United
States is making an error in judgement, and
will learn the hard way that Indian
technicians are needed to develop and support
IT systems, will this not correct itself in
the long run Would it not be better for all
concerned if those here sat back and let this
happen? The less said the sooner mended.

Too bad, someone with an Indian name doesn't agree with shipping every U.S. off to India. Get over it, the U.S. has diverse population, and no one owes a debt to India.
It is exactly that kind of bigotry that can damage U.S. businesses. The U.S. needs the real best and the brightest, we do not need discrimination. Hiring should not have anything to with nationality.

Neither they know how economy works, Nor they
have idea about how much U.S.A need india. If

services they will end up having more
costlier stuff. Morever half of technical
stuff of U.S.A are run by indians. Come tax

then big 3 companies get life. Our US
companies do not have car sales and how can
foreign car companies have sales, impose more
tax on such companies, how can they make
cheap and best cars when our companies do not
make like that.
Walmart,bestbuy,officemax,staples etc. all retail outlets are filled up with foreign made goods which are cheap and best. Why should we import, why can't we make such goods onshore, get lot of employment in US.
We do not want import intellegent brains from other parts of the world, we should put ban on H1b and stop offshoring and rehabilitate the citizens who have outdated skills,lazy and expensive. . Just print more currency and give stimulus money to bankrupted companies,spend billions of dollars on army based in Iraq and Afghanisthan. Borrow trillions of dollars from China and Japan.
Bottom line is we do not want to be US as super power, just it has to rehabilitate everybody

Government to force companies to hire fairly
in the U.S. marketplace and to comply with
the full spirit of the h-1b visa law?
The TARP law never forced BofA to stop hiring under the H-1b, it merely required that BofA make a good faith effort to look for and possibly hire (only if they were the best candidate) a U.S. citizen.
So lets see how far we can go to get more american off the unemployment roles, and help revive the american economy, for the good of all mankind.
