U.S-India Business Council Wants Clarity on PMA 'Gearmakers' Contracts


The draft norms distributed a week ago by DeitY states, "the procuring agency sourcing electronic products with security implications may either be a public entity or a private entity", in clause 3.2 (c). Clause 3.4 adds "it is the responsibility of the concerned ministry to ensure domestic preference for notified security-sensitive electronic products is provided by public and private entities", reports ET Bureau. Another DeitY internal note on PMA was circulated which said that minimum 30 percent domestic sourcing of security sensitive electronics for government contracts is mandatory.

Both the circulations had created confusion among the traders and who had also warned that "the PMA provisions to private mobile phone companies would represent an unprecedented interference in the procurement of commercial entities and would also be inconsistent with the country's obligations to the WTO".
