Hyderabad: With no proper implementation of centrally-sponsored schemes, many states are misusing the centrally-sponsored welfare programmes such as National Rural Employment Guarantee Scheme (NREGS) and Pradhan Mantri Gram Sadak Yojana. The Union Minister of State for Planning V Narayanasamy said that only 60 percent of the money that is being released by the Centre is going to the people. In some states, the NREGS has been converted into the Mukhyamantri (Chief Minister) Rural Employment Guarantee Programme. Instead of the picture of Prime Minister, the state Chief Minister's picture is being used for the promotion of the scheme. "But now, every state will be required necessarily to use the picture of Mahatma Gandhi," said Narayanasamy. Narayanasamy added that in Bundelkhand (Uttar Pradesh) where "Of 100 crore sanctioned under NREGS, 10 crore was spent on purchase of pesticides, which is clearly a violation of norms." He opined that the monitoring system is not perfect either at the central level or the state level. The Centre was planning to set up an ombudsman to ensure effective implementation of the central schemes, Narayanasamy said. There are about 16 centrally-sponsored schemes and the responsibility for properly implementing them lies with the respective state governments. However, according to Narayanasamy, a national-level monitoring agency is being planned to ensure better co-ordination between the Centre and the State governments and the issue would also be discussed in the ensuing session of Parliament.
