Reserve IIT, IIM seats for Pak Kashmiris
New Delhi: India should reserve seats in its elite educational institutions for Pakistani Kashmir's who are bearing the brunt of state apathy, a new report has recommended.

The report, "Pakistan Occupied Kashmir: Changing the Discourse", by New Delhi-based Institute for Defence Studies and Analyses, recasts the demand of students of Gilgit-Baltistan to have quotas in the Indian Institutes of Management (IIMs), the Indian Institutes of Technology (IITs) and law colleges of India.

The demand was made by residents of Pakistani Kashmir during their visit to India in 2006.

"Not very long ago, in 2006, students from Gilgit-Baltistan demanded reservation of seats in top Indian institutions. This should not be very difficult for the Indian government to implement," the IDSA report recommends.

The Gilgit-Baltistan residents, who were in Delhi for a conference, had passed a resolution that stated: "The Government of India should provide openings in higher, professional and technical educational institutions to deserving students from Gilgit-Baltistan and Pakistan-administered Kashmir, who are denied necessary facilities for such education."

Interestingly, the Jammu and Kashmir assembly has 25 seats reserved for members from the areas under Pakistani control since 1947.

The report alleges that Pakistan has forced demographic changes in the territory since its occupation.

"Chinese and jihadi influences are on the rise. Against this backdrop, India's response to the developments in PoK, which is legally its own territory, has been rather lukewarm," it laments.

"There is hardly any effort in India to clearly define its objective on PoK which is regarded as an integral part of its territory. There is a greater need for India to clearly define its strategic objectives with regard to PoK and also elucidate how it intends to fulfil those objectives.

On the human rights violations in the region, it points out that the "proponents of human rights worldwide have largely ignored the atrocities in PoK committed by the Pakistani state".

It states that the region "is fundamentally backward and comprises areas with little or nothing in terms of infrastructural development that presents a dismal picture of deprivation both in socio-economic and political terms".

3: No,there should not be any reservations in what so ever manner unless they owe their alligience to our constitution and our laws. How we can believe them, when they are not fighting against anti indians at their soil. This is very high stupid move and all indians should protest and tell the UPA govt. don't fuel the issiues all ready burning which is dangerous to India

4: Dear Friemds
Not reserving ,,we will invest in coaching and training and better study materials that help them prepare
we will give chance for everyone to have a crack at the exam on a level playing field

Also IIT IIMS are good but that alone is not life still we have RECS,,Deemed Univs like Anna Univ ,,Delhi Univ etc
we have good private engg collges in India too

So I would say Try IIT exam ,,if not selected still try at the same all other colleges in India ,,you are bound to get admission

Also let us not put in our youth minds that is the only way ,,so many other jobs like Metro drivers ,,pilots ,,electrical engg ,,etc are still there to be explored as well ,,our focus should be on better living standards for people of india
If R and D is geared up towards this direction ,,then it is bound to create small to medium industries inside India ,,which will provide and accomodate youth
Sports is also another area ,,OK CRICKET is very big in india what about Hockey or Tennis
who knows there may be some best Hockey players inside Kashmir to be discovered and encouraged so why not have sports camps with CWG 2010 stadia and living quarters why not invite youth groups from kashmir to access these facilities and get coaching who knows?what awaits us
Lets keep pressure away ,,but still competition in focus in a sustained way

5: gira do gira do. jitna level IIT IIMs ka gira sakte ho.
untill they become just another colleges. Give reservations to muslims, gujars, women, sc, st, villagers, list goes on ... and now these Pak kashmiris. Why don't they should ban the general entry. Common

6: Let them voice out their opinion in favor of India and tighten their noose towards Pak before something is expected on their favor from the Indian community.

7: Are they freaking mad ? First they dont consider themselves Indians and then they have the audacity to ask for reservations

8: Ha ha ha... to think of it, maybe people from Pakistan may also be given reservation...... They we're also an INTEGRAL part of India.... prior to 1947... lol

9: FIRST LET THEM TELL THEY ARE INDIANS. IN INDIA INDIAN PEOPLE ARE STRUGGLING FOR GETTING SEATS AND RESERVING FOR PAKISTANIS KASHMIR, WHAT NONSENCE

11: I think
the only way out is to do two things
1Encourage small to medium business to innovate and create jobs

2.Improve education sector to create qualified candidates to acess those jobs

I also feel Kashmiris should be encouraged to come and join mianstream India with coaching institutes for Training

Also we should open up CWG stadiums for youth of kashmir to acess and provide with good coaches
that way it will help the young to gain confidence and probably produce some future HOCKEY players as well

Both Jobs and Training should go hand in hand

12: There is no such thing as a Pakistani Kashmiri. Kashmir is an integral part of India and people living in POK should be treated as Indian citizens

13: We must provide reservation in LOksabha and Rajya sabha for politicians from POK. They must be directly nominated as MPs by the PM and the Cong HC. This way we will make sure that all non Indians are represented in the Indian democartic process. Over time this can be extended to politicans from pakistan, srilanka, saudi arabia, etc, in a phased manner. This will strengthen Indian democracy and make it secular.

16: Why the hell we should reserve quota for Pok, who the hell are you. Why don't you ask Pak govt to provide better educational facilities as they have occupied the Kashmir which is an integral part of India. Instead of begging for quota why don' you study hard and get seats in Pak educational institutions (i.e. crap madrasas) who teach you to do violence, do extremism, kill innocent Kashmir people and wage jihad against humans which is inhumanity, listen to crap people to do violence and kill innocents. Better lick the foots of extremists, Pak and Chinese who are just using you as a dolls to kill people. Bhaad me jao extremists.

We have to look at the matter in broad picture, the Indian Kashmir’s in POK are the victims, and they have every right to demand a quota in Indian institutions like any other Indians. this not only make their life better it also give more comfort level to our brothers and sisters in POK in result the India as a nation will gain more support from Kashmir’s...
Madrasa are like any other religious institutions they can teach you art of living that can be helpful for day to day activities not the art of business / management/terrorism
We are more influenced by western media hence we have habit of believing whatever the media say’s, let us stop depending on western media and start using our brains and give a thought
For their current situation its only Indian government / forces are responsible not the citizens of India living in POK

Why the hell quotas are required, they can be facilitated in the primary education level and there can be demands for more foods or whatever help required but why they are asking for quotas in premier institutes like IITs and IIMs, that's what shows their intention of easy pass. The SC/ST cancer has enough eaten up the country and we don't want any more crap in the name of Kashmiris. I think you sould also think about the sentiments of the common people who are not covered by any quotas or whatsoever.
