Public governance has not helped India much: Murthy

Bangalore: Narayan Murthy, Chairman of Infosys, feels that the public governance is to be blamed for not making substantial progress. He did not mean that all of private governance is all good but they have somehow managed to do well due to competition in the market.

Murthy said even 63 years after independence, 35 crore Indians can't read and write, and the country has the largest mass of malnourished children. Twenty-five crore people do not have access to safe drinking water, while 75 crore have no access to sanitation facilities.

"35 percent of (total production of) grains are allowed to rot", the Chief Mentor of Infosys Technologies Ltd said at the inaugural function of first year BE/B.Arch classes at the BMS College of Engineering here.

He said India has an installed electricity generation capacity of 145 gigawatts but only 84 gigawatts are available, which is "sadly a shame". "Lot of it is due to poor (public) governance. There is no doubt about it", Murthy said. "Unfortunately, whatever, our public governance is in charge of whatever our public governance has touched has not made as good a progress as that happened in a significant percentage of private governance".

While he would not say that all of private governance is good, private governance institutions have by and large done better because of competition, entry of multinational companies and the need to compete at the global level.

Murthy also said: "This country requires discipline like no other country. We are like this because we are not a disciplined set of people. And that discipline has to start right in classrooms".

He said information technology industry has earned India "a little bit of recognition" in the world, first time in 300 years.

"Today we are thought of as people who can indeed do something worthwhile. This was not so some 25 years ago. Indians (till three decades ago) were seen as people incapable of doing anything worthwhile. Wherever you went, you were looked down upon as people worthy of pity. But that scenario has changed a little bit thanks to at least one (IT) industry", Murthy added.

One thing Indian Readers ,,that should bear in mind is the Volatility of Bombay Stock Exchange(BSE ) Sensex index ,,all should remember ,,that it is powered by a significant amount of foreign capital(various retirement funds companies like Allianz,,Colonial First State ,,MLC ,,AMP,,etc)Channel such funds based on the returns of the equities ,,but they are also sensitive to various other factors like politics,,terrorism,,natural disasters etc.
Should the factors be not attractive ,,the capital will be pulled out(Selling of stocks),,and hence a very volatile market with uncertianity thrown in .Yes Indian firms raise capital as well on such a trading floor too.

2.The real economy ,,an economy that is secure and can empower the rural india ,,and keep india strong and secure is Rural economy(Agriculture,,horticulture,,Dairy,,Sup ply Chain Management etc).

3.We should concentrate on turning this real economy and making reach its potential ,,that means less corruption ,,more delivery of services to our farmers ,,healthcare etc.
We should see how Amul Diary that is so successful in Gujarat(Pride of India) can reach and established in all zones ,,like North India(Uttar Pradesh),,South(AP.,,Tamilnadu,,Karnataka etc),,North East(Assam,,Mizoram etc).

4.We should make our Pharma companies to produce more medicine (cheaper price ,,better quality and accessible to rural folks),,more doctors through telemedicine and we should get as any Indians as possible to be insured for healthcare.

5.More credit,,new machinery for farmers(like Mahindra introducing smaller tractors ),,Solar technologies that can power the farm pump set .Store and forward points along the highways(perishable(mangoes,,veges,,poultry etc) and non persihable(food grains) along the highway upto the nearest air strip.

6.Chenicals free pesticides and fertilizers for our farmers this has to be solved by ICRISAT .More technolgies from DRDO and ISRO should be commercialized and such technolgies should find their way into indian villages and towns.

7.More Parialmentary reforms to define and enact laws for Political and religious exploitation of non empowered Indians.

We have to reform the political process with empowerment of election commission :

1.I have observed political parties ,,expoliting peoples problems ,,like farmers suicides,,failed crops ,,weavers unability to find market ,,downtroddens unability to get services delivered.
Cunning politicians then anounced schemes free power,,and various other free soaps.But what they have missed out is the ploitician during the election campaign has never ever made to account for how exactly does he get the money to implement such a scheme in the first place,,al the detailed broken down costing factors(wll he borrow crores from world bank,,borrow from planning commission etc).

2.So I propose to all political parties ,,(BJP.Congress,,loksatta,,CPI,,CPM etc) to reform this step,,each of the political party with its manifesto of various electrol promises should publish on apublic facing web site ,,just election campaign should stop a few days before polling ,,likewise ,,the manifesto should be realsed a month prior to polling dates and locked down(no more changes),,such manifesto should detail all the costing factors to support public schemes especially free schems.

3.NDTV can access such material (election manifestos of all political parties) and invite the panel (it can have eminent RBI governors both retired and serving like Rangarajan,,Duvuru Subba Rao,,Amartya Sen ,,IIM professors in finance,,eminent people like sri Narayana Murthy) ,,with pranav Roy as host .
This panel on each sitting should dissect all the costing factors and let the people know ,,whether it is gimmick(short term to capture power) and indulge in corruption or a genuine scheme(Yes I agree Delhi metro was a good scheme even though they borrowed money from japan).
and such manifestos be rated.

4.Empowered youth (it can be a typical employee of Wipro,,hcl,,infosys,,SBI Bank,,NGOS) can then watch this program and then be volunteers (it can be a weekend ) and then liase with rural youth in the nearest constituency and alert them the dangers of such political gimmicks.

5.dear editor,,I can give a typical exmaple ,,in one of the elections ,,a certain party in some part of AP ,,was providing a free cricket kit during elections time ,,immediately the youth who are monitoring the same stopped it from happening.

6.DR Apj Abdul kalams PURA network in Public private partnership should take off.

7.Any religious activities ,,should be registered with local govt authorities.

8.Dear Editor ,,if IPL like fiascos should not occur ,,we need a central Vigilance body (Anti Corruption Bureau ) should be created with young ,,well educated(Computers) who can track money laundering ,,before,,during and after games.
Power should be given to such agency to do their process without political pressure.

9.Indian Parialment ,,should pass a law or cluase ,,regarding interest of conflict,,politicians in ruling party ,,should not hold commercial ventures(sports,,media etc),,should they hold they should disclose to parialment and ACB(Anti Corruption Bureau) and immediately they should go forgo ,,one or the other ,,keep the business interest(stake in media channel,,sports franchise,,company) and resign from govt,,or keep govt post ,,but forgo the stake in that commercial venture.

10.indias threats should be analyzed ,,before they occur not after they occur for example:US authorities could foil recent new york attempt (bombing),,this is because of robust intelligence.Indias economy grows ,,it will be focus of its enemies ,,criminals to counter act such threats ,,we need to train state police ,,CBI etc.

I also feel it is better to have a think tank with youth at New Delhi which can keep in an eye on the whole security ,,nacrotics,,money laundering ,,illegal infilitration,,etc

You are indeed pompous to have fallen in the trap of self - conceipt.
Your Satyam's Raju / Phaneesh hardly brought any respect to India.

U also conveniently forgot the contribution of your peers:
- Usha Martin/JCT Electronics,etc. - both great exporters of Technology products.I [IItian/IIFTian ] know how we slogged to have our products approved & export to clients like ARAMCO.
Of course , there have been others like L & T ,etc.
Hoteliers like Oberois, & Construction Cos.
Oh countless others.
- Why ,way back , there were Indian artisans who brought glory to India.
- Yet way back , it was Indian spices.

We all overcame Public Governance , brought fame to India.

IT industry had it very very easy / all cut & dried by others.
Given half a chance Rajus /Indians of India IT / ITES [BPO]industry plunder to create the largest ever Corporate scams.
We are all as bad / good - Any Indian has a great capacity to be like Raju of IT industry.

Regarding Public governance - of course,Indians like - Rajus bribed the Babus.
I rest my case.

Murthy has nothing do to with Phaneesh or Raju ,,how come you are linking them to him,,is he some kind of sole custodian to everything that is IT ,,it shows how jealous people like you are .

we are not discussing about oberois or spices here ,,Murthy is talking about Public Governance failed ,,yes it has failed ,,and true.

One Raju does not represent IT industry ,,what Raju has done is he divereted his companys wealth which happened to IT .
""Indians like - Rajus bribed the Babus"" But I want to ask why the only Raju is in jail and under trail ,,what happened to the babus etc Can you please tell us

I want to express my views on Empowerment vs political Bribes and Religious bribes:

1.I can define Empowered as a pesron having atleast 18 yrs og age and education year 12 passed(HSC) and can read ,,write effectively and atleast one of the parents also do possess such qualifications
Not Empowered whose parents are persons who are not educated and economically bacward background(ECB)

2.Now let us say ,, a politician pitches his mesaage to the empowered ,,he is not pledged straightaway with a vote,,similarly let us a religious preacher approaches the empowered person ,,that person likely changing the faith is very unlikely without a reason and lot of debate.

3.If a politician or religious does approach a non empowered person(as defined above) ,,there is a liklihood that this persons vote and faith can be bought over by free ration,,free electricity,,a lure of a job,,similarly a free entry to the place of worship,,with free food and clothes.
Also Moaists can tap them as well with violence as agenda and make them join their ranks.

4.let us take Non Empered people turned into empowered for example : MR Anand Kumars IIT cocahing that resulted in placing 200 kids from Economically disadvantged background(Non empwered) ,,to succeed and enter the IITS.
Now let us say ,,these families were to be approached by either a rogue Indian Politician(trying to steal their vote),,a religious preacher tageting them,,a moaist with his or her agenda trying to influencing them to join their ranks.
What will be the reaction of such a family ,,the kids ,,I can say for sure all three will be turned down straightaway ,,why
Answer is,,families have found hope through their kids ,,also these kids now guide the parents thoughts towards more hope and positive look ,,and this has a cascade effect on the street ,,town and locality.

In other words Education leads to empowerment which leads to thought ,,which leads to judgement ,,which leads to a rational decision to choose both faith and vote .

5.Coming to my state (AP) and various other states like Jharkhand,,Chattisgarh,,Orisaa ,,there are huge pockets (tribals,,adivasis,,etc) who are the targets of rogue politicians,,preachers and Maoists as the Govt adminsitartion that is supposed to empower has not reached them adequately yet.

6.It is still possible for Rogue Indian politician to capture the vote block of non empowered ,,and wait for split of votes in empowered and capture power easily and
then indulge in corruption using adminsitrative powers that he has seized(it has happened in AP,,jHARKHAND,,Chattisgarh etc)

7.As India expands economically ,,the deal sizes increases ,,so do corruption by rogue politician.

Suggested solutions:
1.I suggest to the youth of India ,,to take up journalism and join good media and then expose irregularities.

2.I make my humble request to all political leaders across the political spectrum ,,sri L.K Advani(BJP),,sri Murali Manohar Joshi(BJP),,Smt Sushma Swaraj(BJP),,Sri Hariskishan Surjit(CPI/CPM),,Sri Manish Tiwary(Cong),,sri Anand Sharma(Cong),sri Jayapaul Reddy(Cong),,sri Chandra Babu Naidu(TDP),,sri Praful Kumar Mahanta (Assam),,Tarun gagoi(Assam),,Smt Brinda karat(CPI/CPM),,Sri Sitaram Yechury(cpi/cpm),,sri Jayaprakash narayan(Lok Satta),,Sri Sharad yadav(RJD),,sri Nitish Kumar(RJD),,sri Narendra Modi(BJP)
to meet at Delhi ,,along with yester years prominent politicians like Inder Kumar Gujral ,,Sri Yashwanth Sinha
and discuss in a workshop like atmosphere over sevreral sittings on two issues SECURITY and Social Issues,,Judiciary

Security should focus on Terrorism,,cross border drugs ,,money laundering etc.
Social issues should focus on Empowerment and Non Empowerment
Judiciary should focus on reforms to current laws to include new clauses for example :How to make Election Commission very independant of government.
Can we give priority to terroris based laws and have a speedy judgement.
Can we reform ACB(Anti Corruption Buruae ) and give it sweeping powers to book a case and see that the punishment is delivered to the culprits .
How do we reform CBI to make it as independant as possible.

2.Can we form a citizens forum that will have retired judges,,eminent engineers,,etc that can access all the projects that are ongoing in the country that are puton Govt web sites (Under right to information act) ,,as the project (infrastructure,,power etc),,the bids,,agreements ,,land allocation ,,etc should all be scrutnized by the citizens forum and indian media any irregularities should be exposed in media and cases failed in the court if required ,,such a case should be disposed off quickly.

3.That means reforms to the current laws in parialment ,,yes youi all can do it (all of the leaders that I mentioned above ,,if you can work out the modalities)
DR Apj Abdul kalam can chair such workshops.

4.I feel we also should focus on empowerment police,,CRPF,,BSF and allocate more resources.Also we should make them independant of govt and act without any pressure from the Government in power.If such reform is carried out ,,then illegal cases booked can be stopped.

5.Having come from Andhra Pradesh myself,,all politicians from AP (sri Chandra Babu naidu,,Sri Jayapual Reddy ) know how politics based killings have taken place in AP (even bihar) ,,can we all come up a strict law that can punish such culprits ,,so that such political killings cannot occur.

6.one thing ,,I have aobserved ,,Indian voter makes Current Govt party ,,opposition at some point ,,opposition party a ruling party at some point ,,so it is vital that we have parialmentary reforms now ,,before next elections ,,it will stregthen Indian democracy and helps all political parties.

7.iam very happy with BJP ,,performance(even left) on NUCLEAR BILL,,GFC(Global Finnacial Crisis) I give credit to left as it has tightly made debates in Parialment ,,and ofcourse Duvuru Subbar rao (RBI Governer) made some good judgements.

8.Can all parties discuss ,,more strict laws for counterfeit Indian currency,,cross border infilitration ,,firing across our security forces on the border.

9.Can all political parties agree to have a strategic India think tank ( a group of 15-20 youths) ,,screened ,,vetted and selected (who are computer educated,,have knowledge of india ,,her threats and challanges),,can such a group be used for judging threats ,,before they occur and act as a liason between leaders,,CBI,,Armed forces,,and Law Enforcement agencies .

10.Can all the political parties ,,come to an agreement on Tax reforms for india ,,to get more black money out and allow the planning commission to get its revenue ,,so that Indias Infrastructure ,,and its social needs be taken care off,

11.Dear all political parties ,,iam happy that you all agreed how important UIID scheme is for India ,,can we see more such schemes

7: 5.I then did my own study at State Library about the govts in power be it communist in Venuzuvela,,ANC in south Africa,,Indian tribal leader in equador ,,Taliban and its effects in Afghanistan.

6.I also keenly followed Taxi drivers of subcontinnet origin,,the australian media about refugees arrival and its issues and find out one reoccuring theme

7.Whether it was a refugee fleeing taliban in afghanistan,,migrants from subcontinent ,,migrants or refugees from africa all said ""They do want better education and future for their children"" and they took risks for it.

8.I then did a analysis ,,has there been religious structures in those countries ,,answer was yes,,did they believe in god ,,yes majority do ,,but then what was it everyone wants I then came to a conclusion ,,they all wanted dignity of life ,, a job to do ,,a way to earn a living ,,buy clothes,,a house to shelter and have dinner with the family.

9.I then took the above analysis to indian context and looked the whole country as a continent in itself(yes ,,it is becuase ,,we have lots of languiages,,religions,,states etc) and then found out people of India also want the same .Dignity of life,,way to feed a family ,,peace and better access to health and education .

10. I have also noticed where such services are delivered ,,the need to migrate was less and region stable.

11.So in conclusion ,,if a person soul is nourished ,,that is he or she allowed to have a job,,his or her child allowed access to education and compete in a even turf ,,then people say ,,there is hope in life and they want to stay there .

12.I then showed my african friends the website of Indias
Pan African E-network and then requested them to access the website and spent a minimum of 15 minutes on it ,,I also showed them various print material (PDF docs) and then asked them the following questions :

14.I then briefed them its origin(Dr kalams vision) and told them it is not commercial oriented but govt sponsored
then a majority of them were happy and said ""I will make a difference to african lives""

8:15.then some of african friends were of the view that Pan African E-network will skill up africans and one day they will get comouter jobs like Indians etc.

So what I have learned is that ,,people need development first ,,access to education ,,healthcare and ability to lead a dignified life.They also expected such services to be delivered by their govts.People also expressed opinion that when such social needs are met ,,they are in a position to choose their faith and practice it for various reasons,,spiritual,,peaceful,,harmanious ,,principles etc.

17.If such services as Education ,,healthcare ,,and able to lead a dignified life(with a job ,,and a place to live(house) many social ills like Govt corruption,,religious conflicts ,,democratic functioning will take place .

18.The people with their meets need such as (Education,,jobs etc) are now position to make a judgement based on choice like casting a vote ,,picking a faith as they know use their brain and reasoning (as they are empowered) and can also weed out the drama actors from real people .

19.These steps have not taken place in India since independance adequately nor in African Continent nor latin america ,,as people across politics been classified as Leftists,Rightists,Centreists and beleivers as Atheists and non atheists etc,,these have taken away the focus on development issues and sidelined the will to solve problems where selfish people have creeped into the system.

20.I also observed all the countries from where migration has taken place ,,there were rich monuments both religious and historical sense as well.

21.If India ,,were to make a true progress ,,and allow its people empowered(provide tools to compete on an even turf) which will make every indian (a taxi driver ,,a peon in office,,a farmer or weaver ,,a rural labourer ) to genuinely think yes my son will study ,,and then compete ,,and then get a job ,,then that day we can say India is developed.It is proven by Sri Anand Kumar (Super 30 school) ,,mr Narayana Murthys own social experiment with 30 SC/ST students in training and placing them in IT jobs with karnataka govts help.

21.Therefore I conclude with saying ,,Indian companies that are large in size hopefully can part less than upto 5 percent of profits(not free) to venture funds ,,and these venmture funds have to pick Bright engineers across India in workshops and allow them to set up companies that can deliver services to rural ,semi rural India in such a scenario ,,efficeincies will increase,,scope for corruption will decrease ,,and govt will be restricted to making policies and administration.

I have met people from African continent and Latin American countries and asked a few questions like :
Background:Today African continnet has worlds top two religions let us call them religion A and Religion B and there are african countries where Religion A and Reliogion B are almost equal percentages or some countries where religion A is dominant and some countries Religion B is dominant.So I asked the africans the following questions:

1.Has religion helped the african continent.The answers were
may be yes spiritually or served as a place of refuge during various internal conflicts.

2.Second question was Has Financial Aid helped the continent.Again the answers were mostly skeptical ,,such as corruption increased,,some even questioned the amount pledged in western media was actually the amount that reached african shores.Most were of the view trade not aid is the solution.

3.Third Question I asked Has religion increased tensions or decreased tensions .Again some said genuine religious deeds helped them lead a better life ,,but some were of the view under the religious guise masses were misled.

4.Fourth question I asked Has mass migration from within african continent and across continents(Europe,,Americas etc) increased or decreased in recent times .Again the answers were mostly yes it increased

I do not think that public governance is the culprit for all the wrong things that are prevalent in our country. The private governance may be a shade better because they need to survive in this competetive society.I feel disipline in our society , in all walks of life will make things better for both public and private governance . The fear of punishments , the effective and quick justice and above all the social responsibility,compulsory military service for a short duration for all and education will change the entire senerio only for the better.

sri Narayana Murthy is correct 100 pecent public governance has failed the reasons are quite varied:
The following are my research and Iam not saying all politicians are dishonest ,,there are a few who are good.

1.What started as a tradesmans craft for example various scavangers are classified and segragated and did that job,,a cobbler son became a cobbler,, a locksmith son became a locksmith ,,but so far so good ,,this classification lead to caste based grouping,,this in turn continued for some time,,and has entered the field of politics.Soon Indian politician has mastered the art of capturing power and staying onto it ,,and has played the card very well.

2.Also it is so entrenched in India ,,if you want to get a ticket for MLA or MP you have to spend money ,,and it has come as an accepted norm,,should your party win and the relavent MP or MLA get the position ,,he will indulge ten times or even thousand times his initial spend ,,that he says are his earnings,,this notion slowly started ,,any discontent has been cut off at the bud ,,until it has become a normal practice and the belief that is the way things are and will be.

3.Also when I talked to people in my state based on my experiences ,,certain sections want person from their background to become a minister ,,earn lots of money ,,and the people are proud of it ,,it is like yes yesterday was a person from the other cross section of society ,,he indulged in corruption ,,earned money ,,constructed nice house,,did favours to his people. But from today it is our turn ,,the minister from our cross section ,,will do the same,,will do favours,,build houses,,industries ,,they say the more it is done ,,he is good and earned with his abilities(corrupt).

4.Also it is also accepted norm ,,to steal govt funds especially large projects,,because,,the politician knows even something comes out ,,first discussion in assembly or parialment,,then perhaps a committe or enquiry ,,and about the case (well it may be a few years),,it will wear down a sincere person ,,and make him or her run away from India or get tired and give up.

5.The above factors that is ,,cutting off money in projects ,,diverting them into personal assets is a malaise that is deeply entrenched in Indian politics and to add to that ,,there are a few more divisions like religion based etc.Some politicians have even further enhanced with regionalism ,,so the divisions continue.

6.Today ,,what is truth and lies are mixed up.Blame games have already started about Dams,,water issues .Iam not sure if anyone is interested in solutions.

7.When society is left with so many gaps and holes ,,well external forces have seen how easy it is to come to india and spread a new religion on a large scale.

8.If so many divisions are avioded after Indias independance ,,true empowerment has happened ,,that is ,,if education reached masses just like Mr Anand Kumars school in bihar ,,we would have had many more from such cross sections entering higher education and becoming quality professionals,,but that has not happened at all.What has happened is temporary schemes that are attractive and can catch the vote bank easily ,,like giving money ,,getting them liqour or some thing like that just to get a vote on that day.

9.These gaps ,,economically,,social wise,,religious wise have some times given rise to Maoists and other movements.

10.Also Indian mindset ,,me ,,my family is Ok philosophy has also not helped the cause .It has breaken down the civic sense ,,has left gaps in the religion ,,and has marginalized the down trodden(not allowed into temples etc)

11.When so many gaps open up ,,naturally the cunning Jackals,,Foxes will make a feast of it ,,and you cannot even question it .

12.So in conclusion Unless true inclusiveness is developed in society and true empowerment takes place ,,the exploitation will continue.

The following are the solutions that I think may alleviate the issues:

1.Make funds available ,,less accessible to a politician ,,everything should be web based disclosed,,every project estimate,,budget,,etc should be disclosed before the project starts.Media should access such information ,,and highlight any irregularities noticed,,this will keep the checks in place.

2.Independant Audits very frequently must be conducted to check all expenses incurred etc,,at every stage,,means very frequent audits.

3.When funds become less accessible ,,and the scope to indulge in corruption becomes very less,,the rogue politicians who first entered politics to make money will now quit politics as they no longer can steal money ,,in other words ,,he could not make money,,in such a scenario ,,honest people will remain in politics ,,and hence it will get cleansed.

4.Politics based on religion ,,social structures should be banned.Education in schools should highlight India and Indians as a first and everyone should be taught as an Indian ,,everyone has a chance ,,we should also make sure of this in practice.

5.More funding for traditional science like Mathematics,,physics,,chemistry (yes arts are important as well) should be encouraged and imparted with highest quality from school level.

6.More and more firms that target Rural India ,,in all sectors like Agriculture,,Healthcare,,Financials etc should come up,,also they should be indian started ,,please do not think iam discriminating here,,the reason I said this,,in my experience ,,the western firms quickly want to pump money ,,and make money (profits),,but in the Indian context it is not possible ,,only long term committment to india will allow this and also need local knowledge of Indian market.Therefore Indians are best placed to start such new firms that have both a social cause and commercial profit .
I feel the new young India is ideally placed to do it and now is the time.

7.I hope the big groups like Tatas,,Reliance,,Essar ,,Wipro etc will raise capital(even less than 5 perecnt of their profits will do),, in that way capital is raised from within india and will allow young indians to become entrepreneurs .These companies will drive Indias engine and will target Rural ,,towns and semi urban markets ,,will the big players can still play in their territories.

8.Dr Apj Abdul Kalam PURA based networks should be the underlying infrastructure.

9.When many such companies get created ,,and deliver service to the rural and semi urban folks ,,most issues in Healthcare,,education,,Financial would have been already covered,,that means the Indian politician cannot indulge in corruption and vote bank based schemes anymore ,,rather he is restricted to provide a clean administration ,,and any rogue politicians who do want to make money will now see less chance and will stay away from politics ,,thus only allowing good politicians to stay in the politics.

10.I feel Young India,,with adequate venture funding may be the answer to the rogue politics ,,and we can do this in a decades time ,,if venture fund firms like Cataraman ,,Vinod Khoslas,,TIE Indus entrepreneurs step up now and conduct workshops all across indian towns and cities and ask the Young Indians to pitch their ideas ,,out of thousands of ideas,,iam sure there will be gems that can become Indias next Gramateller ,,or Tata Nano,,orPraj Industries

I appreciate sri Mr Narayana Murthy for his observations and we all agree with him:
1.Respected sir ,,I feel if we could(Indian Govt) collect taxes efficiently ,,that in itself will result in lots of money which can then spent on Infrastructure

2.I also believe Sir,,UIID scheme when impelmented in spirit will have a profound effect ,, believe we should be able to feed all our citizens with a bit of teamwork,,teamwork to find solutions in supply chain management ,,storage areas etc

3.Indian farmers need a bit of encouragement from Govt and officials.Banks also should encourage them with loans ,,not look them down as doubters,,they have to take three crop life cycles atleast ,,to allow farmers to repay the loan ,,not to just pressure on them with a panic button.

4.ISRO has a wealth of data ,,this has to be dissemanated and should reach all parts of country.

5.Sir,,we are happy and privileged to note Cataraman Venture fund ,,sir farmers of india are using Urea and other chemicals for crops ,,can we find a way from traditional knowledge and science ,,a fertilizer ,,that is chemical free or nuetral,,can we set up such a factory and scale it up.

6.Lots of money is spent on irrigation projects for example in AP ,,but yet to see the light of the day ,,also when huge amounts are involved ,,there is always the corruption coming into picture,,can we follow Gujarat example construct many check dams ,,at a smaller scale but effective.

7.Sir,,ISRO used water shedding in karnataka and proved 23 percent efficiency in crop yield ,,and also could bring in more land under cultivation ,,can cataraman liase with ISRO and set up value added services ,,like a small cluster nodes at town level ,,that can process satellite data,,and then feed them on mobile ,,or even in a easy to digest way
to the farmers,,more value added sevices .

8.Sir,,can cataraman come up with indigenious housing,,small scale but affordable for lower middle class and middle class in a sustainable way .

9.Sir,,can we deliver e-health services to rural folks ,,and insure them ,,when needed ,,we can airlift such people to a nearby town for operation ,,various private players in india are thinking of developing a light aircraft ,fuel efficient ,,may be it ca be used.Again this is a supply chain issue from a village ,,all the way to hosiptal.Sir,,I do not believe pliticians schemes ,,as they simply drain the state exchequer and popular for vote bank politics.

10.Sir,,Iam delighted to bring to your attention,,Gramateller ,,a scaled down ATM from a madras based company ,,has got an order from SBI.it is such innovations that will be viable commercially ,,and free from govt bueracracy that can bring in true change.

11.Sir,, we also need to concentrate more on renewables ,,and their sources ,,a pune based company ,,Praj industries was established by Mr Pramod Chaudhari an IITIAN just like you ,,sir could you please see through your Venture fund whether ,,how such a technology from this good company can find way into indias towns and villages.I feel we should not wait for west or copanhagens ,,we need to act and look after ourselves.
What I think is needed ,,more such interaction between venture funds,,industry and Academia.Sir,,could you please explore such an option

Good to note that we have Dr Nayudamma centre and I do know how rich were Dr Nayudamma contributions to science were,,was very happy to note the progress.I still feel there is ample scope for adopting Praj Industries technologies ,,as it has waste water treatment technology,,cellulose based fuel generation,,second generation ethanol based fuels,,cassava based plants and a very active R and D facility called Praj Matrix,,I should also mention that ,,its technologies have been installed at plants in Germany,,England ,,Australia(CSR),,Thailand and Indonesia ..So defintely there is scope to adpat such technologies from a industry leader .

18: Be in the system to change it. Anyone can look from outside and say all the crap. People just say things, I can only believe in things if it is done and shown to work.

Having a premise is good as far as it is tangible. So called private sector is still not matured in India to play up the challenges of societal change, it is still largely in the mercy of developed countries and to turn the scenario it takes time and effort. Its not the system that needs to be changed it is the people who needs to be. Wipe out all the greedy ones out of the system, this btw could be a possibility with private governance. I guess the right way should be for the people use their rights to remove all the corrupt ones. Atleast remove all the millionaire MPs, and the new poorer ones will have a chance to become one!

Gandhi offered us a talisman to use in moments of doubt and confusion. He asked us to recall the face of the poorest most defenseless, most powerless man we have encountered. The greatest joy one can have in life is in sharing with others.

I set apart 10 per cent of my annual income for social causes. Let us take a pledge on coming 2nd October to serve the country by all means. As our late learned President and Philosopher Dr.Sarvepally Radhakrishan advocated OUR MOTTO -SERVICE AT ANY COST BUT NOT POWER AT ANY PRICE.

25: Murthy has gone off track in making all the comments on India's achievements. Problem with our country is we are a majority ruled place. Majority is always low in competency and so a government of majority is incompetent. Quality is often found in intelligent members of a society and that is minority in any society, India cannot be different. I feel this is due to our constitution. We need revoke our constitution and allow intelligent section of the society to take over with sense of responsibility. IT success is due to the fact that only intelligent guys are allowed there. however, we do find some incompetent element in IT also, and that is when some smart fellow allows unintelligent friends to get into IT jobs. I agree with ashman, Murthy should behave, while commenting on his country.

Even other countries are democracies whose government are elected by majority and are still much far ahead..... We are like this because we are not a disciplined set of people. And that discipline has to start right in classrooms". Long back when I was with collegues having one westerner in the middle, and made a similar statement, all Indians bounced on me there stating how dare I make such a statement in front of a westerner! Freedom to express a fact, however hard it might be to digest, is a must, and one need not feel ashamed to do that. Rather we must be ashamed only of the existence of such a situation.

We have to accept the fact that the deficiencies in handling of the public sector is in fact a bane to this country. Not many in public sector especially government offices are interested to work without taking extra money. You need to get pension you have to bribe some. you need to get marks card also u need to bribe some in the university. All this is because of poor discipline. But "When in Rome be a Roman" is what people here preach and everyone learns taking bribes by seeing other people doing it. We should be ashamed of encouraging these.
