No implications of anti-outsourcing bill: Wisner

A bill introduced in the U.S. state of New Jersey to ban IT outsourcing operations did not have any implications for the industry, former U.S. ambassador to India Frank Wisner maintained Tuesday.

NEW DELHI: "Business process outsourcing (BPO) is compelling and necessary. The bill isn't going to work," Wisner said at an interactive session of a seminar here where he laid down an eight-point agenda for propelling economic cooperation between India and the U.S. Eyebrows were raised in the IT industry following reports that Senator Shirley K. Tuner had introduced a bill in New Jersey last month to prevent outsourcing of government contracts to citizens outside the U.S. in a bid to prevent loss of jobs to foreign countries. Wisner sought to play this down, saying that even if the bill were passed, it would apply only to New Jersey. "In times of recession and rising costs, the only way that companies can reduce costs is by outsourcing non-core operations," Wisner said. Wisner, who chairs the U.S.-India Business Council (USIBC), is leading a delegation of its executive council to India. He was speaking at a seminar on "Building a Partnership for Growth: An Eight-Point Agenda for Indo-U.S. Economic Cooperation". Many governments across the globe were beginning to outsource non-sensitive operations, Wisner pointed out.
