Jobless Indian ministers air grievances to PM
New Delhi: Several Indian ministers who complain of being either under-employed or totally unemployed have their own party colleagues manning the senior positions in their respective ministries.

As reported by Economic Times, Panabaka Lakshmi who happens to be India's Junior Minister for Textiles, and in the eight months since she was sworn in, the only work that has come her way was signing a single official file. This and more of such occupational heartburn poured out on Tuesday when Lakshmi, along with her junior ministerial colleagues, met Prime Minister Manmohan Singh to air their grievances.

Also, Minister of state (MoS) for Commerce and Industry Jyotiraditya Scindia is learnt to have complained that junior ministers are not even told about routine media releases, making them look clueless in front of reporters. "It's not about power or the red beacon on the cars. We want to learn and educate ourselves on crucial issues. Important files don't come to us, and hence on important subjects concerning the ministry, we're either underprepared or know nothing at all," Scindia told Economic Times.

Panabaka's and Scindia's sentiments were echoed by their party colleagues RPN Singh (roads and highways), D Purandeswari (HRD) and KH Muniyappa (railways). Taken aback by the sentiments expressed, the prime minister is learnt to have asked Cabinet secretary KM Chandrasekhar to prepare a note on the subject.

"I am a young minister. The Commonwealth Games are being held in our country and I think I could contribute more in making the games successful," said Prateek Patil, MoS for heavy industries and public enterprises.

R P N Singh said this was the first time the junior ministers were meeting the prime minister together. "It is important to get an understanding of what he wants from us," he said. Singh assured the ministers of state that he would discuss the issue threadbare with his Cabinet colleagues.

2: It might be the same case with Senior Ministers also, who might be working under the directions of their PARTY HIGH COMMAND. Our ministers are like film starts, who act only under the DIRECTION of a DIRECTOR.

4: Its sad to see the kind of approach that has been metted out to the Junior Ministers. Oe notable change that this govt. had provided was the addition of new faces in the Ministry thus giving these young budding politicians an early exposure. But I beleve the eagerness of the Junior Ministers to perform and to perform honestly inorder to prove a point to the countless young voters who voted them to power, is bringing a feeling of insecurity within the old guard. Its imperative that the Prime Minister and even for that matter Rahul Gandhi , who brands himself as the genext politician intervene into this matter.

8: It is good in a way that ministers are clueless about the state of the affairs. If they are involved, they can only serve as a bottleneck rather than a catalyst. Ministers in indian ministries are more politicians than administrattion. I doubt if they even understand their job. Most of the time they are thinking about going one up on their political competitors. Do they even have the time to think about India and their job. They do not know their Job and they don't want to learn. Sorry to say, but Indian politicians don't even match the Pakistani politicians when it comes to the orientation towards their job and national character. They are too narrow minded and too selfish to be useful to the country and the common man. Very good to get snubbed by the administration.

32: Unemployment is created by the system called democray.To become a minister in our democray no qualification required.First we have to change this system .Ministers should be take the responsibility and accoutability. REALLY NOT ALL THE MINISTERS .THERE ARE GOOD,WELL EDUCATED AND EFFICENT MINISTERS .The young group of MOS want to do some work to get job satisfaction so they complained to PM.
WE should not gramble to reduce the ministry,these MOS can contribute lot of works and can get good output from these young ministers provided they are given responsibility and accoutability and to be put under a monitoring system.
MOS for south railway E Ahammed is senior level person but no work for him in the railway ministery .I had seen during BJP govt MOS railway minister Shri Rajagopalan had done lot of improvement in the railways.He really helped the railway minister and the railway board, E.Ahammed is very popular here and a senior one. But what use?. He had no role in railway ministry.
Our present DEDUCATIN MINISTER,I doubt where he is doing right thing about EDUCATION
How the PM had given such important protofolio to such person with out any thoughts.INDIA is a developing country we want a strong education based on our needs ,culture and civilization.For that we have to educate our younger generation to compet with developed world in ALL THE FIELD.Generate a committe of intellegent and expert persons and ask their suggestions and recommendations and then dicuss and put for debate and the out come to be implemented and monitored and revised or modified based on the changes in the world.
we use our knowledgeable MOS for the ground work such works.in all the respective fields

We are in a age where in organizations are trying to reduce costs by optimizing the employee strength and here we have an organization called the Govt of India which is not optimizing but maximising the size to appease people in the coilation.

44: i think we need to look at this issue in different angle & then come with a resolution.Its good to hear that the senior ministers are handling there job nicely so that the juniors does not get the space to perform.I think its high time to have major changes in our sysytem where there shud certain things which can be absorbed from the Corporate companies like the ministers shud have Proper KRA's,there shud be responsibiliets that shud only be handled by these Jr ministers..there are plenty of things still to be done in this country & the system & the people shud identify & highlight it to the Govt so that it can be raised by our as states Jobless ministers..i think tus we can stop weeping of these ministers...

The cabinet Minister incharge of a Ministry is supposed to allocate work among his juniors, but besides large ministries like Home, Finance defence, there is not much work that can be distributed. The Cabinet Ministers are also possesive about the matters they handle. Senior bureacrats also find it more convenient to submit files to a single minister rather than to different ministers on different subjects.

Each minister costs the exchequer a crore or more per year on bungalow, furniture, cars, staff, telephones, travel, etc. The only solution to this wastage of resources is to evolve a mature political system in which the Prime Minister takes just the right number of ministers on the basis of merit without consideration for parties, caste, regions, etc.

However, if the same is managed by the party leadership which is inevitable in co-coalition politics such a scenario is not surprising. However, being elected representatives of their own constituencies such Ministers who must be basically MPs should never complain of un-employment or under-employment as they have umpteen number of jobs to handle when it comes to Representation of Indian Citizens.
